The Opportunity

WSDOT is currently seeking a Surplus Land Disposal Specialist (Property & Acquisition Specialist 4) to play a vital role in facilitating the disposal of surplus properties and easements in alignment with state and federal laws. This position operates with autonomy, coordinating with various stakeholders throughout the entire disposal process, from initiation to conclusion. Responsibilities include negotiating sales, estimating property values, and resolving complex real estate issues while upholding WSDOT's mission of providing safe, reliable, and cost-effective transportation options. What to Expect

Among the varied range of responsibilities held within this role, the Surplus Land Disposal will:

  • Consult directly with the Attorney General's office, Federal Highway Administration (FHWA), Headquarters, US Army Engineers, and regional personnel responsible for assisting with or finalizing files.

  • Build good customer relationships with representatives of local jurisdictions and private sector requesters.

  • Transport boxes, files, and other office materials up to 25 lbs.

  • Sit and operate computers for long periods of time, performing complex word processing data entry, preparing spreadsheets, and operating various computer software.

  • Communicate in person and on the phone, reading, speaking, and writing clearly.

  • Work collaboratively with regional staff at various skill levels.

  • Review and evaluate maps, understanding and interpreting written material, legal descriptions, and other documentation.

  • Operate a WSDOT vehicle to attend meetings, training, and work sites owned and/or operated by WSDOT throughout the state as necessary.

  • Use advanced technology to maintain accurate, adequate, and current records in a timely manner, including writing clear and decisive agreements.

  • Update older surplus property information, including reevaluation of value and resolving complex and non-complex real estate issues related to surplus activities.

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor's degree involving major study in business or public administration, real estate, or related field and three (3) years of experience in real estate-related fields (must include three (3) years of experience in property management activities on public property or for a governmental agency).

OR

  • Associate degree involving major study in business or public administration, real estate, or related field and five (5) years of experience in real estate-related fields (must include five (5) years in property management activities on public property or for a governmental agency).

OR

  • Seven (7) years of experience in real estate-related fields (must include seven (7) years in property management activities on public property or for a governmental agency).

OR

  • One (1) year as a PAS3 or equivalent and one (1) year of experience providing property management activities in public or for a government agency.

In addition to:

  • Valid Driver's License

  • Ability to conduct on-site inspections in adverse weather conditions and traverse uneven terrains.

  • Ability to obtain and maintain a WA State Public Notary License within 6 months of appointment.

It is preferred that qualified candidates also have the following:

Knowledge of:

  • Disposal and lease requirements based on current law and WSDOT policy.

  • Real Estate and landlord-tenant laws, including title and eminent domain.

  • Right-of-Way Engineering

Skills:

  • Proficient use of WSDOT applications (including but limited to SR View, ECM, IRIS, etc.) and WSDOT and local agency websites.

Ability to:

  • Interpret and understand WSDOT contract plans, including those of other State Agencies.

  • Prepare legal descriptions & exhibits for various real property transactions.

  • Prioritize and perform oversight of Property Management transactions to meet State and Federal

  • laws/regulations.

  • Understand highway Access control requirements and provide the appropriate language required for the transaction.

  • Work in an office with environmental dust, noise, and odors.

  • This recruitment may also be used to fill additional positions per business needs.

  • The salary listed includes the legislatively approved 2.5% Group C premium for PAS4 positions located in Shoreline, WA, King County.

  • The salary listed includes the legislative-approved 5% salary premium for positions in King County.

  • This position offers flexible/hybrid remote work options.

  • This is a non-permanent opportunity, expected to last 10 years.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
