Responsibilities and Qualifications

The Surgery Clinical Quality Measure Specialist is responsible for the data abstraction/review, submission and validation of clinical quality data elements obtained from the electronic health record as required by American College of Surgeons National Surgical Quality Improvement Program (ACS NSQIP). The specialist will work closely with members of department of surgery to identify opportunities for clinical quality improvement and other special projects as may be identified. Performs duties and responsibilities in a manner consistent with our mission, values, and Mercy Service Standards.

Data Management:

  • Reviews and abstracts clinical data elements as required for the timely and accurate submission of ACS NSQIP.

  • Collects preoperative, operative, and postoperative data components for the program through the effective utilization of the hospital medical record systems.

  • Identifies surgical patients for inclusion in the program through the application of program inclusion/exclusion criteria and protocols.

  • Demonstrates appropriate utilization of resources necessary to obtain valid, reliable data for entry into the Program.

  • Demonstrates applicability of the methodology and the reliability of definitions utilized by reviewers within the program through Inter-Rater Reliability (IRR) testing

  • Reviews weekly site accrual report on the database and responds to accrual report alerts.

  • Identifies streamlining and process improvement opportunities in the data collection process.

Measurement and Reporting:

  • Identifies significant data trends, values, or unusual data for additional review

  • Prepares reports that summarize QI data; analyzes data, identifies patterns and trends

  • Prepares and provides reports of case specific and aggregate measure data

  • Develops and monitors metrics to evaluate progress and build plans for continuous improvement.

Clinical Liaison:

  • Serves as educational resource on ACS NSQIP guidelines, criteria and required documentation by developing educational material and delivering presentations

  • Works collaboratively with community leaders in developing strategies and initiatives to help improve compliance with ACS NSQIP

  • Contacts patients and/or families via telephone and/or written communications postoperatively for the purpose of identifying possible occurrences associated with surgical procedures performed at the hospital.

NSQIP Participation:

  • Successful complete ACS NSQIP Training/Certification Program and maintain ongoing certification

  • Participate in program teleconferences

  • Attend national conference when budgeted

Education:

  • BA/BS in relevant field or ADN
  • Ability to complete all pre-training, on-site training, and post-training
  • modules and pass the training post test for ACS NSQIP

Experience:

  • 5-7 years of healthcare experience

  • One year experience in hospital surgery department, surgery clinic, clinical research or medical records.

  • Clinical chart review and abstraction experience required.

Certification/Registration:

  • Successfully complete the ACS NSQIP SCR
  • Training/Certification Program

Other skills & knowledge:

  • Must be analytical, resourceful, and possess excellent problem solving

  • Strong project management skills

  • Computer, Electronic Health Record and Internet experience.

  • Familiarity and comfort with MS Office products is essential for success in this position. (Word and Excel - required; PowerPoint and Access - preferred)

Preferred Education:

  • Clinician preferred

Preferred Experience:

  • Experience in leading efforts associated with reporting of quality measures to regulatory/accrediting organizations.

Preferred Other skills & knowledge:

  • Basic statistical knowledge

Responsibilities and Qualifications Position may be located in either St. Louis OR Springfield, MO The Clinical Quality Outcomes team is a dynamic group with clinical, technical and financial experience that partners with leaders across the Ministry. Our team leverages its expertise with interpretation of quality measures, new payment models, statistical analysis, data modeling, visualization development and electronic health record data mining to achieve the purpose statement of the Mercy Quality and Safety department: "Mercy Quality and Safety will drive high reliability outcomes, accountability, clinical excellence and remove unnecessary variation. The effective alignment of people, processes and technology will provide the best care to our patients by eliminating harm and realizing the quadruple aim." The Senior Clinical Quality Outcomes Analyst will work collaboratively with the Mercy Quality and Safety team and leaders from multiple departments to coordinate the evaluation and implementation of analytics strategies across the Ministry. The role requires the ability to analyze healthcare data from conceptualization through presentation and coordination of multiple data-related projects and initiatives. Proficiency with analytical tools, knowledge of data analysis methodology, use of presentation software, strong communication skills and a strong commitment to and affinity for delivering the highest level of performance on quality metrics is essential for this role. Key Capabilities: * Demonstrates in-depth knowledge of database design principles and data administration standards * Independently contributes to system-level programs in support of data warehouse development and production support for the Mercy Quality & Safety Center and business partners * Tunes data warehouse for performance optimization (including interoperability) * Perform capacity planning, workload modeling, and prediction to ensure business applications have sufficient resources for near-term performance and long-term growth Experience in database report writing * Deep experience in database report writing * Advanced experience with Business Intelligence (BI) tool and relational databases * Extensive experience with quality measure logic, interpretation and reporting Primary Function * Evaluates and installs database management systems. * Establishes database management systems, standards, guidelines and quality assurance for database deliverables, such as conceptual design, logical database, capacity planning, external data interface specification, data loading plan, data maintenance plan and security policy. * Documents and communicates database design. * Designs user interface and business application prototypes. * Codes complex programs and derives logical processes on technical platforms. * Participates in quality assurance and develops test application code in client server environment. * Provides expertise in devising, negotiating and defending the tables and fields provided in the database. * Adapts business requirements, developed by modeling/development staff and systems engineers, and develops the data, database specifications, and table and element attributes for an application * technical platforms. * Develops applications and reports. * Adapts requirements, developed by Quality and Safety analysts, and develops the data, database specifications, and table and element attributes for an application.
