Duties listed are at the full performance level.

  • Exercises supervisory controls, both full technical and administrative, with responsibility for making assignments, observing progress, rating performance and approving leave. Plans and assigns work and evaluates performance. Counsels and instructs employees on counseling and administrative matters.

  • Provides technical advice and assistance to managers on matters associated with work planning and budget preparation. Prepares and/or assists with the formulation of the total Center budget by analyzing non-resource work plans, determining total program and project costs, calculating overhead assessments, reviewing proposals to ensure compliance with current instructions, and consolidating proposals into a Center-wide budget proposal.

  • Responsible for coordinating and accomplishing a variety of support services functions, which includes procurement, human resources, office functions, property management, computer services, and enrollee administration.

  • Supervises the Purchasing Agent who is directly responsible for purchasing or contracting for supplies, equipment, and services. Maintains supply source catalogs and requisitions supplies, equipment, etc. May serve as Contracting Officer's Representative (COR) for Center contracts, e.g., pest control, sanitation services, etc. including requests for contract action, payment documents and negotiation attempts.

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.


You must possess the Basic Requirements identified below to be considered eligible for all positions at the GS-5 grade level and above.

One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.

For the GS-6 level: Applicants must have one year of specialized experience equivalent to aat least the GS-5 grade level.

Specialized Experience is defined as: Assembled monthly expenditures for operating budget reporting; Reviewed correspondence for grammatical accuracy; Purchased, received, and distributed supplies and special order items, including reconciling purchases in a database and monitoring when additional supplies needed to be ordered.

For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the GS-6 grade level.

Specialized Experience is defined as: Providing technical assistance to managers on matters associated with work planning and budget preparation. Communicates with center staff and managers responsible for coordinating and accomplishing a variety of support services functions.

Leads and directs functions relating to mail services. Exercises limited supervisory controls of technical and administrative assignments.

For the GS-8 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level.

Specialized Experience is defined as one or more of the following: Working as a management analyst or other related occupation that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Provides guidance on current planning and budget directives and provides updated cost figures.

Supervises the purchasing agent who is responsible for purchasing or contracting for supplies and equipment. Serves as the center expert on personnel matters. Responsible for leadership and direction of functions relating to mail services, typing services, space allocation and property management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

VIEW JOBS 10/25/2018 12:00:00 AM 2019-01-23T00:00 The Grounds Laborer Supervisor will maintain grounds and landscaping of the Harpers Ferry Customs & Border Protection Advanced Training Facility properties to include grass, shrubs, plants, trees and ponds, will operate grounds equipment in the completion of daily job duties. Required Skills The Grounds Laborer Supervisor will conduct, but is not limited to, the following job duties: * Provide supervision and training for other Laborers. This is a working Supervisor position. * Operate hand sweeper for sweeping, roads, parking areas, etc. * Use radios/phones to communicate with supervisors, service call desk * Operate Lawn Maintenance equipment such as mowers, edgers, and trimmers * Rake and remove leaves and other natural debris * Mulch and treat plants, shrubs and trees * Provide hand and equipment snow removal, as needed * Performs other duties as directed by the Service Manager * Promote safety – ensure all employees are using all task required safety equipment. * Survey site conditions relative to grounds responsibilities to identify work that needs done. * Communicate with service manager to formulate weekly schedule and to prioritize tasks. * Complete all required electronic tasks (Maximo) in a timely manner * Give clear direction to each grounds worker, monitor progress, and re-direct as needed to accomplish the priorities. * Monitor grounds material needs and make purchase requests to management. * Monitor equipment needs and make purchase request to management for maintenance and repairs. * Maintain a clean and orderly shop. Ensure all employees clean up after themselves, including all mobile equipment. * Maintain a clean and orderly lunchroom. * Ensure all tools and equipment are stored in their proper location when not in use. * Identify issues/deficiencies with performing the aforementioned duties, and work with management to come up with a solution. * Timely completion and accuracy of all work * Knowledge of performing and documenting complete operational checks for all equipment * Ability to adhere to contract requirements, safety and health regulations, and Company policies * Ability to read, write, speak and understand English for a working knowledge of hazardous, safety, and environmental warning, as per contract requirement. * Must be able to do the following for a period of time: stoop, kneel, reach, lift, walk, weed whack, sit * Frequently required to perform heavy lifting up to 50 lbs.
