The Support Services Specialist provides support to the court for property accountability/control, space management, contracts, telecommunications, health/safety, security issues and records maintenance.

This is a Competitive Service position; additional positions maybe filled from this announcement within 90 days of certificate issuance.

Responsibilities

Duties include but are not limited to the following:

  • Planning and coordinating a variety of service functions associated with the orderly and efficient operation of an immigration court.

  • Providing technical assistance to the Court Administrator (CA) and Immigration Court staff in the areas of procurement, supply management, equipment maintenance, contracts, property management and records storage and disposal.

  • Coordinating various aspects of procurement, supply management, equipment maintenance, contracts, and property management.

  • Providing guidance for various automated databases, to include but not limited to, payroll, personnel, financial management and travel.

  • Coordinating various Human Resources activities.

Qualifications

AREA OF CONSIDERATION: This announcement is open to current career/career-conditional employees of the Executive Office for Immigration Review (EOIR) in the competitive service. Applicants MUST submit their recent SF-50(s) reflecting this status.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements.One year at the GS-7 grade level is required to meet the time-in-grade requirements for the GS-9 grade level. One year at the GS-9 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).

In order to qualify for the Support Services Specialist position, you must meet the following minimum qualifications:

GS-09

Specialized Experience: at least one year of full-time (12-months) specialized work experience equivalent to the GS-07 grade level in the Federal service that included the following: 1) assisting with a variety of service office functions (i.e., procurement, supply management, equipment maintenance, contracts, property management and records storage and disposal) associated with the operation of a court; 2) identifying and resolving problems that require coordination and integration with various departments; 3) researching and analyzing support services actions, as well as procedural or policy matters; 4) processing personnel actions; and 5) operating automated systems to utilize software programs for tracking purposes.

OR

Education: possess a Master or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree in business, accounting, finance, or other closely related field. (NOTE: You must submit a copy of your transcripts for verification.)

OR

Combination: an appropriate combination of successfully completed graduate level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of one full year (18 hours) may be used to qualify. (NOTE: You must submit a copy of your transcripts for verification.)

GS-11

Specialized Experience: at least one year of full-time (12-months) specialized work experience equivalent to the GS-09 grade level in the Federal service that included the following: 1) analyzing and implementing purchase card policies and procedures related to the procurement of supplies, equipment, and contracting services; 2) processing travel arrangements that require authorizations, approval of vouchers, and compensatory time off calculations; 3) researching and implementing support service actions, as well as procedural or policy matters; 4) processing personnel actions; and 5) operating automated systems to utilize software programs for tracking purposes.

OR

Education: possess a PhD. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in business, accounting, finance, or other closely related field. (NOTE: You must submit a copy of your transcripts for verification.)

OR

Combination: an appropriate combination of successfully completed graduate level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of two full years (36 hours) may be used to qualify. (NOTE: You must submit a copy of your transcripts for verification.)

Provision of documentation required to effect transfer when indicated. Psychiatric services for these inmates shall be provided to the day of transfer.Assistance to mental health staff in the arrangement of civil commitment to an appropriate facility when the inmate is scheduled for release and is in need of inpatient care.When required, participate in the Medical Treatment Review Committee to permit the involuntary medication of an inmate requiring psychopharmacological treatment and who, by well documented history of mental illness and violence, presents serious risk of danger to self, others, or property.Provision of consultation and training services to mental health and medical staff.Provision of on-call psychiatric services after hours when scheduled and as needed.Provision of documentation of psychiatric services contacts to Mental Health Coordinator upon request.Compliance with approved medication formulary and/or acquisition of approval for non-formulary items from Corporate Medical Director and/or Director of Psychiatric Services.If assigned to a Reception and Diagnostic Unit, provision of formal diagnostic evaluations for complex presentations as referred by Clinical Supervisor of RDU, with documentation of findings in health record and any other required charting medium utilized at RDU.If assigned to a Reception and Diagnostic Unit, adherence to timely schedule of initial inmate psychiatric evaluations as related to psychotropic medication needs.Notification to appropriate supervisory staff member, in timely manner, of clinical or administrative concerns, including inmate transfers.Your exercise of independent medical judgment with regards to patient diagnosis and treatment shall be unrestricted.May be required to participate in a system of 24-hour crisis intervention services.Must be able to obtain and maintain security clearance.Must be able to apply principles of critical thinking to a variety of practical and emergent situations and accurately follow standardized procedures that may call for deviations.Must be able to apply sound judgment beyond a specific set of instructions and apply knowledge to different factual situations.Must be alert at all times; pay close attention to details.Must be able to work under stress on a regular or continuous basis.Post orders, if applicable, per site contract.Perform other duties as assigned.
