You will serve as a Support Services Specialist in the Production Engineering and Facilities Division of the Production Resources Department of PORTSMOUTH NAVAL SHIPYARD.

THIS IS A TEMPORARY POSITION NTE 1 YEAR AND MAY BE MADE PERMANENT WITHOUT FURTHER COMPETITION.

Responsibilities

  • You will manage the financial aspects of Overhead Funding for facility work between the Shipyard and NAVFAC, Overhead Overtime, Overhead Non-Labor Budget Formulation and Execution.

  • You will review existing and proposed directives in order to ensure that they?re current and do not contain conflicting or overlapping material.

  • You will determine financial operating budget requirements in order to prepare the appropriate justifications.

  • You will function as the division budget analyst in preparing and monitoring of the annual budget.

  • You will facilitate funding requests between the Shipyard and NAVFAC ensuring proper justification and correct allocation of funds.

  • You will verify qualifications are current and adequate for the shop resources to be assigned to both on and off yard work.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

SPECIALIZED EXPERIENCE FOR GS-09: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:

  • Experience managing the financial aspects of Overhead Funding for facility work between the Shipyard and NAVFAC, Overhead Overtime, Overhead Non-Labor Budget Formulation and Execution.

  • Experience preparing the appropriate funding documents after receiving funding requests form NAVFAC (Midlant and Southwest) and validating the funding requirement.

  • Experience determining financial operating budget requirements and preparing the appropriate justifications.

  • Experience functioning as the division budget analyst in preparing and monitoring of the annual budget.

  • Experience assisting the Superintendent in personnel management and labor relations matters within established limits.

SPECIALIZED EXPERIENCE FOR GS-07: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:

  • Experience assisting with the financial aspects of Overhead Funding for facility work between the Shipyard and NAVFAC, Overhead Overtime, Overhead Non-Labor Budget Formulation and Execution.

  • Experience assisting with the preparation of the appropriate funding documents after receiving funding requests form NAVFAC (Midlant and Southwest) and validating the funding requirement.

  • Experience determining financial operating budget requirements and preparing the appropriate justifications.

  • Experience providing assistance to the division budget analyst in preparing and monitoring of the annual budget.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9: Applicants may substitute the following education for experience: Two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree. The major study of such education is in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-7: Applicants may substitute the following education for experience: One full academic year (18 semester hours) of graduate level education in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
