WHAT IS THE (FMSS) FACILITIES MANAGEMENT AND SECURITY SERVICES DIVISION?

Facilities Management and Security Services Project Management

The following are the duties of this position at the full working level.

  • Incumbent is the resident field authority in all technical facets pertaining to AutoCAD drawing management and CAFM database management. In this capacity, he/she oversees the maintenance and updating of the master set of AutoCAD drawings, the CAFM database, and associated electronic document management program for all space within the Territory Office's geographic area of coverage. Advises local management on the full scope of issues pertaining to AutoCAD drawing management and CAFM database management, including such areas as layering standards, drawing standards, data standards, and reports development.

  • Oversees the maintenance and updating of AutoCAD master files for the Territory Office. Maintains existing block libraries and standards.

    Polylines (Plines) drawings and catalogs data to plines. Works closely with architects, engineers, project managers and space planners/designers to prepare and revise a wide variety of drawings where use of initiative, judgment, and knowledge of the institutional specifications and business rules are required. Reviews final drawings for accuracy and compliance with IRS CAD Drawing Standards. Updates master set of drawings as necessary using IRS CAD Drawing Standards.

  • Oversees the maintenance and updating of the CAFM database. Demonstrates a complete understanding of the system's scope, principles, and applications.

    Ensures data set integrity through standardized processes of site measurement, data collection, data entry, and limited database/table maintenance. Catalogs new drawings/data into the system. Monitors Move/Add/Change (MAC) process to ensure data integrity.

    Analyzes and reconciles discrepancy reports. Conducts data audits to identify inconsistencies and errors. Identifies trends and draws conclusions as to causative factors and root problems.

    Makes substantive recommendations to improve system operations and use. Recommendations address problems of a complex nature often involving interrelated programs such as real estate, space, property, and safety. Effectively communicates findings to internal and external customers.

    Responsible for ensuring locally-owned documents associated with data maintained in the CAFM system are loaded into the system. Includes but is not limited to contracts, leases, occupancy agreements, project management files, equipment cut sheets, etc.

  • Reviews contractor submitted CAD drawings to ensure conformity with IRS CAD Standards. Identifies deficiencies and elevates repeated problems to the national program manager.

    Runs batch file routines to create Drawing Web Format (DWF) files. Ensures CAD drawings display correctly in the CAFM database. Develops and submits new blocks into the national CAD library.

    Ensures correct use of furniture blocks in locally developed drawings. Checks External Reference (X-REF) in CAD drawings before loading into master set. Runs batch file standards checker and automated routines to check accuracy of plines.

    Ensures discrepancies are identified to designers and changes made accordingly. Apprises local management of trends in drawing deficiencies and makes recommendations for corrective actions. Manages check-in/check out process for drawing access. Monitors overage cycles and apprises management of repeated/serious infractions.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT : To meet basic requirements, you must have one (1) year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:

Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.

Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: GS-12 LEVEL:

To qualify for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications.

Specifically, your experience must be sufficient to demonstrate analytical and evaluative techniques, qualitative and quantitative, sufficient to gather, identify, evaluate, and develop new/modified work methods and approaches. You must have experience with CAD drawing management and CAFM system data management, with an in-depth focus on the use of AutoCAD software. This should include skill in using AutoCAD 2017 version or later software to prepare design-intent-drawings, interior space plans, and construction drawings. Experience as a designer, drafter, engineer, or architect is generally qualifying.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
