Vacancies will be filled in the following specialty areas:

Facilities Management and Security Services Operations East

The following are the duties of this position at the full working level.

  • Incumbent serves as project leader for the planning, development, coordination, and implementation of real estate projects that impacts multiple IRS locations and/or organizations. In this role, he/she typically directs at least three (3) project teams responsible for implementing real estate projects impacting from 10,000 to 50,000 square feet of space, involving a project budget of up to $2 million, and generally lasting one (1) year.

    However, larger, build-to-suit locations, projects could last up to 24 months. The incumbent provides key oversight to team members and ensures all project tracking and documentation aspects are completed accurately, thoroughly and timely.

  • Incumbent is responsible for managing the initial design and construction projects awarded under the IRS FMSS Internal Leasing Program, the General Services Administration (GSA) leasing rules and regulations and by interfacing with the Lessor and their contractors in support of the IRS lease award. The incumbent provides general oversight of the project along with cooperation from GSA representation by managing IRS lease projects for both build-to-suit and existing building alterations from the development of the Solicitation for Offer (SFO) to final acceptance of the site.

  • Incumbent is also responsible for administering an IRS lease following occupancy of the facility and may be designated as the Contracting Officer's Representative (COR). In this capacity, the incumbent is a lease administrator, who handles any lease issues that arise and enforces the lease provisions short of taking any action required of a contracting officer. This may include sending reminder notices of work to be done, requests for corrective action of lease deficiencies, development of "cure" letters for the C.O.'s signature, etc. This person would also coordinate the background investigations with the Lessor to ensure compliance with Homeland Security Presidential Directive #12 (HSPD-12) requirements.

  • Incumbent is responsible for monitoring the progress of projects and updating the project control system for all space projects assigned to the office(s) being serviced. As needed, conducts technical reviews of assigned projects to ascertain compliance with all statutory, regulatory, and customer requirements. Provides OJI (on-the-job-instruction) to other specialists and less senior project managers based on review results for any particular office location.

  • Incumbent utilizes the full range of project management skills in the accomplishment of work assignments. This include addressing such areas as compliance/integration with organizational goals and objectives; workload and workflow issues; impact to staffing levels; layout options; timelines; furniture and equipment needs; coordination with IT (Information Technology), GSA (General Services Administration), other contractors; and identification and coordination with all other program specialties involved in the implementation, execution, and tracking phases. Resolves all problems encountered pertaining to resource, space, funding, and/or project requirement issues.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes: Experience with a range of concepts, practices, regulations, policies, and precedents associated with support services programs. Experience with project and lease management techniques sufficient to plan, execute and monitor work assignments and/or special projects.

Experience using methods and procedures for providing or performing a variety of facilities management functions and services to plan, organize, and control work involving managing multiple projects and managing other facility programs. Ability to prepare work plans and schedules for various phases of project accomplishment, and continually monitor the project status and coordinate the impact with all affected employees and managers. Proficient in utilizing AutoCAD or similar technical drawing applications, construction management, and/or interior design to independently create a space design.

Experience communicating with senior leadership and stakeholders, both verbally and in writing, to consult, cooperate, coordinate, and negotiate tactfully and persuasively with others in resolving issues which can be sensitive and controversial in nature. Examples of qualifying specialized experience includes: Work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.

Budget administration, program analysis, or other work with support services programs to facilitate the work of an organization. Experience that included responsibility for directing a variety of support services and functions (e.g., purchase of supplies/equipment and maintenance, property management, project management, logistics, etc.). Experience that required monitoring and coordinating work of subordinate elements through internal procedures, controls, production, progress reporting, etc.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • Start and stop times between 6:00 a.m. and 6:00 p.m.
