Summary This position serves as the Supervisory Supply Technician for the Environmental Management Service within the Richmond VA Health Care System. As a Supervisory Supply Technician, you will ensure that supplies and material are distributed to all areas serviced by Environmental Management by directing, supervising and managing the primary inventory point that receives, stores and issues supplies and materials for both clinical and administrative service areas of the medical center.

Responsibilities Duties include, but may not be limited to the following: The incumbent is responsible for performing technical and administrative supervision to staff assigned to the Supply/Linen/Uniform Distribution section. The appointee plans work to be accomplished by subordinates, sets and adjusts short and long term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; conducts meetings with employees for the purpose of relaying information and for obtaining feedback from employees for possible methods to improve the function of the section; responsible for controlling leave of subordinate employees and has the authority to approve and disapprove leave; evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; resolve disciplinary actions, such as counselling, reprimands and recommending other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; attains ways to improve production or increase the quality of the work directed; and develops and revises performance standards.

The incumbent must be able to process 2237 and purchase card orders; be adept at Microsoft Office. Ability to communicate clearly both verbally and in written communications. The incumbent will also serve as a back-up driver as needed.

Incumbent must possess and maintain a valid State Driver's License Work Schedule: Full-Time, 7am - 3:30pm subject to change based on needs of service.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: Education There is no educational substitution at this grade level.

Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed. Special Employment Consideration:
