Description

ASO provides logistics, facilities maintenance and operations, transportation and support services for mission-critical military installations and civilian agencies around the country. From the homes of U.S.

Central Command and U.S. Special Operations Command to the highways of suburban Virginia, ASO experts and professionals work behind the scenes to ensure smooth and continuous operations.

This position performs limited aspects of technical supply management work (e.g., inventory management, storage management, cataloging, property utilization) related to depot, local, or other supply activities. Work usually is segregated by commodity area or function, and controlled in terms of difficulty, complexity, or responsibility.

Assignments usually relate to stable or standardized segments of technical supply management operations; or to functions or subjects that are narrow in scope or limited in difficulty. The work generally involves individual case problems or supply actions. This work may require consideration of program requirements, together with specific variations in or from standardized guidelines. Assignments require:

A good working knowledge of the governing supply systems, programs, policies, nomenclature, work methods, manuals, or other established guidelines; (b) an understanding of the needs of the organization serviced; and (c) analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data, to establish the facts, and to take or recommend action based upon application or interpretation of established guidelines.

MAJOR JOB ACTIVITIES:

  • Fully supports the Supply and Services Department Manager and the CIPBO in the management of Installation Property and ensures that Government Property is accounted for IAW contract specification and appropriate Army regulations.

  • Performs property accountability, asset visibility, and equipment management functions at the direction of an official government property accountability officer/property book officer or property administrator; operates the Global Combat Support System ( GCSS-A).

  • Manages Installation Property, Government Furnished Property, and all Government property directly under the control and responsibility of the CIPBO.Performs hand receipt management and verifies accuracy and completeness of required supply/property book documents.

  • Updates and ensures all authorizations and on-hand quantities for Table of Distribution and Allowances (TDA), Common Table of Allowances (CTA), and other authorizations are correct. Keeps Type Authorization Codes (TACs) and Property Book Identification Codes (PBICs) current for all equipment within assigned units/activities.

  • Works independently to manage property under the general guidance of the Installation Property Book Officer and supervision of the CIPBO Supervisor. This includes, assigning property book document numbers for FLIPLs, FOIs, lateral transfers, turn-ins, requisitions, issues, posting transactions to close out open documentation and government purchase card related research/posting to customer hand-receipts.

  • Provides customer service, reconciling hand-receipts, cataloging property via AESIP, maintaining property book records, and managing inventory.

  • Provides full support for requisitioning, receiving, issuing, accountability, storage, and turn-in of class II, III, IV, V, VI, VII, VIII and IX supplies and equipment. This includes CCI and other sensitive items for all supported customers.

  • Completes required reports including ensuring all documentation for the supporting document files are on hand, accurate, and up to date.

  • Ensures that sensitive items, weapons, and explosives are inventoried as required.

  • Reviews all documentation for deficiencies, errors, and insufficient data and takes appropriate action per internal and external standard operating procedures.

  • Works within a framework of established supply regulations, policies, and procedures, or other supply management guidelines.

  • Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

Education : A High School graduate or equivalent with good oral and written

communications skills. Military or equivalent civilian training in the

Army Supply System is strongly desired.

Experience: 3 years experience in logistics, automation or supply management or a

combination thereof is essential.Global Combat Support System-Army

(GCSS-A) system experience with expert-level proficiency.

Demonstrate :Knowledge of supply documentation dealing with hand receipts, sub-

hand receipts, shortage-annex procedures, Financial Liability

Investigation of Property Loss (FLIPL) and be an expert with equipment

inventorying.

Must possess and continuously maintain a current State of Colorado Drivers License prior to start date or by 30 days after employment.

SECURITY CLEARANCE: Must be US Citizen to obtain and maintain a National

Agency Check (NAC) to obtain a CAC. Must receive a favorable background

check and drug testing results.

MATERIAL & EQUIPMENT DIRECTLY USED:

PCs, printers, fax machine,digital sender/scanner, and copier.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

Work is generally conducted in an office environment. However, duties may involve the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions.

Work may require lifting up to 25 lbs; stooping; climbing; prolonged standing; prolonged sitting. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published Company work rules.

Manage the selection and ordering of materials, supplies, and services from vendors basing selection on nature of clientele or project demand for specific commodity, merchandise, services, or other property. Manages and controls all property owned by Aleut Management Services and its subsidiaries as well as Government Furnished Property to ensure conformity with the FAR. Ensure company compliance with Department of Transportation's (DOT) Compliance Program regarding the activities of the Vehicle Fleet Program. The Sr. Procurement System & Supply Management Specialist is also a delegated procurement professional who supports the procurement department with purchasing functions in accordance to the Federal Acquisition Regulations, purchasing laws, and company policies. Frequent use and general knowledge of industry practices, techniques, and standards. General application of concepts, and principles. Working knowledge of Federal Acquisition Regulations (FAR). The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Procurement System Responsibilities: * Coordinates with Procurement & Contracts Division staff to identify, analyze, and resolve CostPoint and Maximo system problems relating to procurement. * Recommends improvements in workflow, procedures, and documentation as it relates to the database; implements improvements as approved. * Tracks, troubleshoots and resolves procurement system issues following established guidelines and procedures, escalates technical issues to the appropriate level. * Runs audits to ensure integrity of information entered into various procurement systems; evaluates error trends and prepares/delivers training to overcome processing gaps. * Assists with the development and delivery of training on the operational use of modules and the system. * Prepares system documentation; updates SOPs, instructions and manuals. * Utilizes and maintains tracking systems and reports; maintains documentation, and logs; identifies improvements in customer assistance tools. * Performs a variety of special projects and assignments in assigned area including the implementation and coordination of assigned program components and assists with the development of procedures. * Prepares and distributes a variety of reports and metrics on a weekly/monthly/quarterly/annual basis and prepares and distributes ad hoc reporting as requested. * May provide other support to others; serve on procurement related committee; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively. Property Control Administrator * Coordinates all insurance requirements with the insurance broker * Represents the corporation at all Defense Contracting Management Agency (DCMA) property audits * Performs inventories, maintains records, and coordinates the preparation of assorted reports * Participates in phase-in and phase-out of projects as necessary * Collects, evaluates, and reports data to manage property. * Manages overall property records * Tracks and monitors status and usage of company property. Interfaces with other departments and projects on the usage and repair of equipment * Develops systems and procedures for control and monitoring property * Inputs asset information into Maximo and other required databases * Reviews statements, records, and reports compiled by others * Coordinates activities related to the disposition of company property * Assists all projects with their government furnished equipment (GFE) programs in compliance with Federal Acquisition Regulations (FAR) and DCMA * Serves as Compliance Specialist regarding the DOT Compliance Program. Monitors and implements corporate policies and procedures to maintain compliance. Ensures HazMat program, physicals, drug screening and licensing are all within DOT regulations. * Monitors and ensures compliance with all insurance policies for auto, property, and contractor equipment * Serves as Vehicle Fleet Administrator directing and coordinating activities of vehicle fleet required for operations of Aleut Management Services and its subsidiaries. Responsible for the development of procedures; collects, analyzes, evaluates and reports for all data associated to the vehicle fleet. Determines vehicle usage and disposition to maintain fleet in top running order. Tracks auto accidents and maintains supporting documentation; resolves all insurance claims. * Serves as the corporate Insurance Specialist monitoring, reviewing and administering the insurance program for general liability, contractor equipment, and auto insurance. Ensures projects have the proper coverage for their assigned property and automobiles. Coordinates any additional insurance requirements for subsidiaries and their projects Purchasing functions: * Makes recommendations regarding substitution of parts, materials, or equipment to the requester * Ensures and coordinates that all materials, goods and services have been received on time and ensures the online system is updated so Accounts Payable can pay the invoice properly * Maintains records of all correspondence and transactions * Reviews transactions for legality and conformance with the Federal Acquisition Regulation (FAR), ISO 9001 process and company policy * Prepares purchasing reports for all companies and projects as requested * Assists in all DCAA/DCMA audits and company pre-audits pertaining to purchasing * Reviews purchase requests to make certain that products or services are purchased for reasonable and legitimate business purposes and that requests for purchases have been properly authorized * Assists in training project/site personnel to ensure they conduct business according to policy, procedure and contractual requirements * Keeps informed about new products and processes and recommends those that could be beneficial * Manages FedEx account including some shipping responsibilities * Shares Program Administration responsibilities of the company p-card program * Coordinates with Subcontracts on administration of Certified Payrolls * Reconciles and allocates P-Card charges 72 hours after making purchases * Works closely with Accounts Payable to determine and reconcile transactions against the master invoice, working through any and all discrepancies with the cardholders, bank and accounts payable. Reviews, coordinates and provides documentation from the financial institution to ensure timely payment and reconciliation. Required Experience * BA or BS degree in the appropriate discipline from an accredited college or university, plus five (5) to nine (9) years of progressive and relevant experience. Additional relevant education may be substituted for progressive experience. * Certified Professional Property Specialist (CPPS), Certified Professional Property Administrator (CPPA) or related property certifications preferred * Advanced oral and written communication skills are required along with comprehensive knowledge of company policies and procedures and work flow processes * Must be a team player with a positive customer service attitude * Knowledge of Government Acquisition Regulations, policies, and unique authorities * Preferred experience with Deltek Costpoint, Maximo, and PCard reconciliation systems * Utilizing automated procurement, supply chain systems, or ERP systems. * Current technical skill in Microsoft Office Suite: Excel, Power Point, Visio, Word, and in SharePoint. * Researching procurement transactions and reconciling purchasing orders. * Researching, compiling, analyzing, and interpreting data. * Familiarity with a variety of concepts, practices and procedures of supply, property management, assets and purchasing * Ability to prioritize and handle multiple tasks at one time * Some knowledge of Federal and State property laws, FAR, DCMA and Defense Contract Audit Agency (DCAA) requirements * Strong computer skills with a proficiency in all Microsoft Office products * Strong written and verbal communication skills * Must be detail oriented and able to handle confidential material * Must be willing to travel as needed * Strong analytical skills and problem-solving skills Desired Qualifications: * Working knowledge of SharePoint * Master's Degree Benefits and Perks: * Competitive salary * Great benefits package-Federal Employee Health Benefit Medical plans to include HMO's and PPO's/FFS.
