Pay Range

$203,190- $258,972 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Supply & Distribution, Institutional Support & Supply Services Division (SDD) Leader. You will provide leadership, direction and management oversight of multiple institutional support functions including High Explosives Transportation Services, Fleet Management, including Electric Vehicles, Food Services, Furniture and Mail Services, including Classified Mail, Industrial Gases, Taxi Services, and Shipping & Receiving for both Site 200 and 300 and Sandia National Laboratory-California (SNL-CA) under joint operations. You will make significant contributions in the management of functions that have significant impact on the support of the Laboratory's mission of Science and Technology. This position reports to the Asset Management Department (AMD) Head within the Business Directorate.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week depending upon the business need.

You will

  • Formulate diverse SDD budget needs (direct, G&A and fenced) and execute as appropriate. Provide guidance and direction to three Group Leaders and ~six team leads; manage a division of over 55 employees, multiple supplemental laborers, and numerous subcontractors working under the LLNL furniture and food services contracts. Provide oversight of matrix structure for employees matrixed to National Ignition Facility warehouse.

  • Create and improve business strategies and performance; develops organization policies and procedures; ensures procedural compliance with DOE/State/Federal and LLNL policies, procedures, and regulations. Establish schedules and performance standards for division deliverables.

  • Regularly engage with customers, stakeholders, vendors, other laboratories, and peer organizations inside and outside LLNL on various contracts, logistics issues, institutional support services, and projects. Serve as an operations subject matter expert (SME) for LLNL customers throughout the laboratory, externally with DOE/NNSA representatives, and SNL-CA related to joint operations activities between LLNL and Sandia National Laboratory (CA).

  • Provide management support and oversight regarding mission critical, high-value, and hazardous shipments, both domestically and internationally, ensuring deliverables and critical elements are safely met. Ensure adherence to LLNL policies and procedures; DOE/NNSA, state and federal regulations, requirements, and laws, especially those related to hazardous material shipments such as Department of Transportation (DOT) and International Air Transport Association (IATA).

  • Work on complex issues requiring interactions with external counterparts across the NNSA complex, such as Fleet Management and implementation of electric vehicle service model. Frequent internal collaborations with Risk Management, Office of General Counsel, programmatic customers (e.g., systems engineers, scientists), Staff Relations, Supply Chain Management (SCM) management team, Project Management Office, and the Associate Director for Business. Analyze business trends to formulate plans for meeting institutional support needs.

  • Interact with executive level management seeking advice on logistics activities, including negotiating with service providers for mission critical needs, such as industrial gas service model, food service site support, insurance claims for damaged goods, and fleet management. Participate with other senior managers and make significant contributions to establish strategic plans and objectives that support the institutional service model.

  • Develop self-assessments focusing on operational effectiveness and process improvements; coordinate and respond to internal/external audits from DOE/NNSA, Office of the Inspector General, California Air Resource Board, Federal Aviation Administration, etc.

  • Perform other duties as assigned.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.

  • Bachelor's degree in business, finance, or related field, or the equivalent combination of education and related experience.

  • Extensive knowledge and significant experience with government purchasing regulations, policies, procedures and operating practices.

  • Comprehensive knowledge and experience interpreting and applying regulations and requirements related to DOT, IATA/ICAO, DOE/NNSA, hazardous materials and/or government entities.

  • Expertise and management experience in the areas of support and service-oriented organizations.

  • Expert problem solving, decision-making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems having institution-wide impact.

  • Significant leadership, managerial, supervisory and team-building experience, with the ability to motivate and inspire a diverse group of professional and non-exempt staff members. Proven experience with employee performance management.

  • Experience independently interpreting, advising, recommending, and implementing solutions.

  • Experience ensuring compliance with Federal and state regulations and collaborating with peers to achieve organizational and institutional objectives.

  • Expert verbal and written communication skills necessary to prepare and deliver highly complex briefings and expert advice to senior Laboratory personnel and external organizations and agencies.
