A Non-Merit vacancy exists in the Family Investment Division, Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Inventory Management

  • Receives, inspects, and verifies incoming shipments of supplies, materials, and equipment against purchase orders or delivery documents.

  • Records and tracks inventory levels using manual or computerized systems, ensuring accuracy and completeness of inventory records.

  • Monitors inventory levels and reorders supplies as needed to maintain adequate stock levels while minimizing excess inventory and stockouts.

  • Conducts regular physical inventory counts and reconciles discrepancies between inventory records and actual stock on hand.

Storage and Organization

  • Stores and organizes supplies, materials, and equipment in designated storage areas according to safety guidelines and inventory management principles.

  • Ensures proper storage conditions, such as temperature, humidity, and security, to preserve the quality and integrity of stored items.

  • Rotates stock as necessary to prevent spoilage, obsolescence, or damage, following a first-in, first-out (FIFO) or other appropriate inventory management method.

Distribution and Shipping

  • Prepares and packages items for shipment, ensuring compliance with shipping regulations, packaging requirements, and documentation procedures.

  • Coordinates with shipping carriers or logistics providers to arrange pickups, deliveries, or freight forwarding as needed.

  • Generates shipping labels, packing slips, and other documentation, ensuring accuracy and completeness of information.

Compliance and Safety

  • Adhere to relevant policies, procedures, and regulations governing inventory management, procurement, and shipping activities.

  • Follow safety protocols and guidelines to prevent accidents, injuries, or damage to personnel, equipment, or inventory.

  • Identify and report any safety hazards, security concerns, or compliance issues to management for resolution.

Qualifications

Possession of a high school diploma or an appropriate high school equivalency.

Preferred Experience

  • Additional education or training in supply chain management, logistics, or related field is a plus.

  • Previous experience in inventory management, warehouse operations, or supply chain logistics is preferred.

  • Familiarity with inventory management software, barcode scanning systems, or other automated tracking tools is advantageous.

  • Strong attention to detail and accuracy in recording and documenting inventory transactions.

  • Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.

  • Effective communication skills, both verbal and written, with the ability to interact professionally with colleagues, vendors, and customers.

  • Proficiency in basic computer skills, including Microsoft Office applications (e.g., Excel, Word) and email.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Employees in this classification may be required to work overtime with little or no advance notice. Some positions may be designated as Emergency/Essential.

Physical and Environmental Conditions

The work among positions in this class varies, but most often involves frequent walking and standing, and some lifting and carrying of objects of moderate to heavy weight. Some duties involve exposure to adverse weather conditions.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
