Position Summary and Qualifications

Salary Assigned will be commensurate with experience.

Responsible for direct supervision related to procuring goods and services such as raw materials, equipment, tools, parts, supplies, advertising for Fort Pierce Utilities Authority as well as direct supervision for the Warehouse department This advanced professional position will report to the Purchasing and Supply Chain Manager.

NOTE: There are also secondary functions that the employee will be required to perform.

  • Reviews requisitions; selects products for purchase by testing, observing, or examining items; and estimates values according to knowledge of market price.

  • Prepares purchase orders or bid requests; reviews bid proposals and negotiates contracts within budgetary limitations and scope of authority.

  • Discusses defective or unacceptable goods or services with inspection or quality control personnel and users and assists in responding to issues with performance and or delivery from vendors to determine source of trouble and take corrective action; Authorizes invoices for payment; expedites delivery goods to users.

  • Prepares invitation to bid, request for proposal, request for quotation, request for statements of qualification, and requests for information.

  • Reviews requisitions for accuracy, clarity of the specifications, to ensure sufficient funds are available; reviews the specifications with the department head or engineering to make sure they are clear and consistent with the materials/job or service requesting; ensures the specifications are not written around one manufacturer thereby limiting competition.

  • Obtains the best suppliers for material supply or service quotes requested; fax, email, telephone or mail requests to suppliers.

  • Assists the Purchasing and Supply Chain Manager in serving as the Purchasing Card Administrator for FPUA; provides training for new card holders; works directly with the issuing bank in dealing with day to day Purchasing Card operations, as needed.

  • Responsible for processing surplus vehicles and equipment in preparation for sale at auction; facilitates auction and processes paperwork for transfer of property and payment through online auction provider.

  • Supervise warehouse employees to manage warehouse operations.

  • Coordinates with facilities maintenance group to secure vendors in order to maintain and repair, as necessary, major facilities maintenance to all FPUA buildings for items such as HVAC, plumbing, and roofing, etc.

  • Performs special assignments and other related work, as required.

Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, or other related area of study. Three (3) years of government procurement experience and a minimum of five (5) years of experience in large scale purchasing is required. Experience in the use of Microsoft Office is essential, demonstrated by achieving a score of at least 70% in basic Excel, 80% in basic Word, and 70% in PowerPoint. Must obtain CPPB certification within two (2) years of employment.

When considering new job applicants, a comparable amount of training and experience may be substituted in lieu of some of the minimum qualifications.

Must possess:

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, policies, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

  • Ability to work with mathematical concepts and calculate figures, such as discounts, interest, and percentages; possesses the ability to accurately count money.

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written or oral form.

  • Ability to use and understand all the computer systems/programs that are required for this position, including possessing knowledge of applicable systems, as well as Microsoft Office products.
