The Global Supply Chain (GSC) Regulatory Compliance Analyst provides support to the Mission Systems (MS) GSC Compliance Office in the implementation of Company and Sector Supply Chain policies, procedures and practices. They

shall assist in interpreting federal, state and/or international regulations as they apply to products and Supply Chain processes, practices and procedures. They shall assist in the implementation and application of Supply Chain policies and

procedures to ensure that these are in compliance with the appropriate statutes and regulations and that company and regulatory reporting requirements are met. They shall help to investigate and resolve compliance problems, questions, or

complaints received from internal and external customers, and may help to develop and implement programs designed to increase employee awareness and knowledge of compliance policies. They shall perform Procurement Analysis

& Compliance Evaluations (PACE), on procurement actions to ensure compliance with the requirements of Northrop Grumman Corporation (NGC), government laws and regulations (FAR/DFAR/Other Agency Supplements), and customer

prime contract requirements. They shall be responsible for reporting and tracking all corrective actions to closure.

Basic Qualifications:

  • Masters with 4 years of related experience in procurement/supply chain/business management or Bachelors with 6 years of related experience

  • Supply Chain experience in an Agency Role

  • Ability to work with minimal supervision and apply sound judgment to problem solving.

  • Candidate must demonstrate ability to communicate effectively across various professional and management levels

  • Must have the ability to work independently as well as in team environments

Preferred Qualifications:

  • Familiarity and experience with heritage ES and/or IS Sector processes and procedures

  • Working knowledge of FAR/DFAR/ Other Agency Supplements

This position will be part of a team supporting the direct and indirect purchases of both materials and services and will report directly to the Huntsville Global Support Chain Commodity Manager. Critical skills needed to be successful are: Sources and procures goods and services of a commodity nature from many suppliers. Initiates Requests for Quotations and Proposals and receives same, analyzing proposed pricing from potential suppliers. In conjunction with the Mission Assurance organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Works with internal customers to ensure specifications are appropriate for the products or services required and one or more commodity communities of practice where they will engage in a process of collective learning working with other procurement professionals working on identifying opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations and by deploying new strategies. Issues and manages performance of purchase orders, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance through monitoring supplier activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded and reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement. Contributes to the development of new concepts, techniques, and standards where effects of decisions are long-lasting and heavily influence the future course of the organization. Considered expert in field within the organization. Demonstrates the skill and ability to perform complex tasks which require the regular use of ingenuity and innovation without appreciable direction. Ensures solutions are consistent with organization objectives. Able to communicate effectively and clearly present technical approaches and findings and serves as a spokesperson and advisor for the organization on major matters pertaining to its policies, plans, and objectives. Basic Qualifications: BS/BA degree with 10 years of progressive domestic and/or international procurement experience or a Master's degree with 8 years progressive domestic and/or international procurement experience. In-depth understanding of procurement policies, procedures, and regulations (FAR/DFARS). DoD Secret clearance or ability to obtain. Preferred Qualifications: Experience with SAP and/or ERP/MRP software Performing in a Government contracting environment with familiarity with the FAR, DFAR, and Supplements.
