The Global Supply Chain (GSC) Regulatory Compliance Analyst provides support to the Mission Systems (MS) GSC Compliance Office in the implementation of Company and Sector Supply Chain policies, procedures and practices. They

shall assist in interpreting federal, state and/or international regulations as they apply to products and Supply Chain processes, practices and procedures. They shall assist in the implementation and application of Supply Chain policies and

procedures to ensure that these are in compliance with the appropriate statutes and regulations and that company and regulatory reporting requirements are met. They shall help to investigate and resolve compliance problems, questions, or

complaints received from internal and external customers, and may help to develop and implement programs designed to increase employee awareness and knowledge of compliance policies. They shall perform Procurement Analysis

& Compliance Evaluations (PACE), on procurement actions to ensure compliance with the requirements of Northrop Grumman Corporation (NGC), government laws and regulations (FAR/DFAR/Other Agency Supplements), and customer

prime contract requirements. They shall be responsible for reporting and tracking all corrective actions to closure.

Basic Qualifications:

  • Masters with 4 years of related experience in procurement/supply chain/business management or Bachelors with 6 years of related experience

  • Supply Chain experience in an Agency Role

  • Ability to work with minimal supervision and apply sound judgment to problem solving.

  • Candidate must demonstrate ability to communicate effectively across various professional and management levels

  • Must have the ability to work independently as well as in team environments

Preferred Qualifications:

  • Familiarity and experience with heritage ES and/or IS Sector processes and procedures

  • Working knowledge of FAR/DFAR/ Other Agency Supplements

MDPS is seeking a Senior Supply Chain Subcontract Specialist to join its team of qualified and diverse Supply Chain professionals supporting the acquisition of a wide range of electronic, machining and services commodities. Responsibilities will encompass the full range of the subcontract acquisition processes including: * Participation in strategic sourcing decisions * Preparing requests for proposals consistent with customer solicitations, federal regulations, and enterprise policies and procedures * Evaluating proposal submissions; ensuring that risk and mitigation strategies are identified and developed * Developing negotiation plans and leading negotiation teams; preparing post-negotiation documentation * Preparing subcontract files in compliance with Northrop Grumman values, policies, procedures, and practices * Interfacing with customers and business partners and conducting proposal preparation, contract negotiation, and contract administration: * Proposal preparation – examine proposal requirements and estimates, prepare bids, analyze terms and conditions to evaluate risk, accuracy, and completeness to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications * Subcontract administration – process contractual documentation and reports, advise management of contractual rights and obligations, compile and analyze data, and perform maintenance of historical information * Facilitating proper shipment, billing, and payment collection for deliveries, interfacing with DCMA as required * Preparing weekly and monthly reports * Daily interaction with customer and supplier representatives * Duties may also include the preparation of proprietary information agreements, teaming agreements, export licenses/agreements and various types of memoranda Basic Qualifications: * BS/BA degree with a minimum 10 years of subcontract and/or supply chain administration and supplier management experience OR a minimum 8 years with a Master's degree * In-depth understanding of procurement policies, procedures, and regulations * Demonstrated ability to collaborate with program management and other multi-functional teams * Extensive experience in capture and proposal activities in a government acquisition environment * Strong organizational, written and verbal communication skills * US Citizenship required and ability to obtain Secret clearance Preferred Qualifications: * Understanding of Northrop Grumman Command Media Procedures * Experience initiating and managing product development and production subcontracts with large Tier 1 DoD/Aerospace companies * A strong independent contributor that also possesses the ability to work well in team environments and lead negotiations with major subcontractors * Have a thorough knowledge of FAR/DFARS and associated Federal Contracting regulations * Understanding on International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR) * Experience with and/or a basic working knowledge of the following is a plus: * Monitor intellectual property management, including the initiation and negotiation of third party IP agreements * Prime flowdown analysis * Assist and support Performance Specification development * Statement of work (SOW) development for product development (including custom hardware and software) * Undefinitized contract award (UCA) issuance * Working knowledge of SAP Northrop Grumman is committed to hiring and retaining a diverse workforce.
