The Northrop Grumman Global Sustainment and Modernization Division is seeking an experienced Supply Chain Program Manager to lead a geographically dispersed and diverse team of supply chain professionals engaged in supporting large and challenging national defense portfolio of programs in support of the Autonomous Systems Operating Unit (AS OU). This position will be located in Sierra Vista, AZ and with occasional travel as required to meet OU needs. The selected candidate for this position will be responsible for leading and supervising all aspects of the Subcontracts and procurement functions for the assigned AS OU. The successful candidate will work as part of the management team and must be able to provide responsible advice and counsel on a wide range of subcontracting issues, as well as perform "hands on" subcontract management of assigned suppliers and other tasks as may be required and/or directed.The successful candidate will possess a solid understanding of government contracting regulations and be prepared to perform with minimal supervision as the leader of a procurement and subcontracts team in support of proposal and execution efforts that often require developing solutions to complex problems. Primary responsibilities will include planning, negotiations, risk management and functional performance, managing key subcontractor cost, schedule, technical and quality performance to specifically include: Roles and Responsibilities:Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs. Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers;
  • Ensures that prior to execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies;

  • Leads supply chain program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution;

  • Makes decisions affecting the performance of the subcontractor;

  • Establishes milestone objectives and manages performance to committed schedules and contractual specifications;

  • Ensures subcontractor performs within the established program cost, schedule and quality requirements;

  • Conducts program reviews with the suppliers, subcontractors and program office;

  • Briefs the Program Management Office (PMO) and executive management on the status and issues affecting Program cost and schedule performance.Basic Qualifications:
  • Bachelor's Degree in Supply Chain Management, Business or a related discipline and a minimum of 8 years' experience (or 6 years with a Masters) in managing supply chain activities

  • Demonstrated success in coordinating across cross-function teams to achieve projects cost, performance, and schedule requirements

  • Understanding/knowledge of: Integrated Master Schedule and dependencies; cost reimbursement, fixed price, time and material type subcontracts including the development of unique incentives; terms and conditions negotiations and technical documents definition; CPSR; and DFAR/FAR

  • Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of the organization

  • Ability to interpret policies and procedures and apply concepts

  • 2+ years leading and/or managing teams

Preferred Qualifications:

  • Advanced Degree and / or Professional Certifications (CPSM, CFCM, CPCM)

  • Experience working with cross-functional teams

  • Minimum of 4 years managing team of subcontracting and/or procurement personnel with expenditures in excess of $15M annually

  • Experience with SAP Procurement & Accounting Systems

  • Experience with programs focused on Contractor Logistics Support and Aircraft Maintenance

Salary Range: 110352 - 165528

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
