Northrop Grumman Innovation Systems designs, builds and delivers space, defense and aviation-related systems to customers around the world. Our main products include launch vehicles and related propulsion systems; missile products, subsystems and defense electronics; precision weapons, armament systems and ammunition; satellites and associated space components and services; and advanced aerospace structures.

Northrop Grumman Innovation Systems is seeking a dynamic and highly motivated individual to lead a team of Global Supply Chain procurement individuals who are responsible for parts and material ordering, receiving, shipping, inventory tracking, and dispositioning to optimize parts and material flow.

Responsibilities:

  • Directly supervise, manage and lead Supply Chain procurement team to ensure timely ordering, receiving, inventory, payment, and disposition of parts, materials, and equipment, optimizing cost vs schedule for parts delivery.

  • Develop, mentor, coach and engage the team, managing workload assignments to ensure that daily requirements are appropriately prioritized and executed to meet the needs of the Global Supply Chain organization.

  • Identify and implement long term procurement strategies for continued success of the team and Supply Chain efficiencies.

  • Foster proper engagement with the organizational and program functional teams and facilitate communication of requirements and status to Innovation Systems leadership.

  • Ensure active status in NGIS Supplier database of vendors and suppliers; identify potential tactical and strategic suppliers.

  • Ensure parts and material inventories are monitored, tracked, and maintained at all times to minimize out of stock situations.

  • Authorize and approve purchases, as appropriate.

  • Administer any daily, weekly, monthly contracts for parts and services.

  • Other tasks as assigned.

The successful candidate will have strong leadership and team building skills, including a command of oral and written skills, negotiation skills, and the ability to translate strategic vision into tactical application.

Basic Qualifications

  • Bachelors Degree, or 8 years of experience with Masters; in lieu of a degree, 14 years of relevant work experience will be considered.

  • 10 years as a Procurement Officer.

  • Experience with a variety of sourcing and procurement techniques

  • Experience with determining quality and timing of deliverables.

  • Familiar with FAR & DFAR compliance.

  • Experience ensuring terms and conditions have been flowed down to the supplier via the Purchase Order.

  • Tracking and reporting key functional metrics to improve effectiveness.

  • Experience establishing payment terms.

  • Intermediate knowledge of Cost Point 7.

  • Collecting and analyzing data from Cognos.

  • U.S. Citizenship

Preferred Qualifications:

  • Certified Professional in Supply Chain Management (CPSM)

  • Certified Purchasing Manager (CPM)

  • Strong leadership capabilities.

  • Aptitude in decision making.

  • Talent in negotiations and networking

Responsibilities: * Sources and procures technical services on Time and Material and Firm Fixed Price subcontracts. * Owns contractual management for the supplier. * Responsible for source selection from contract proposal to execution phases. * Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users. * Negotiates terms and conditions for the procurement of specialized services. * Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. * In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required schedules. * Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. * Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. * Employs sound business practices and assesses supplier performance as part of follow-up activities. * Manages and develops strategic/key suppliers. * Reviews and approves supplier payment as needed. * Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement. Basic Qualifications: * Minimum Education / Experience: 3 Years with Bachelors; 1 Year with Masters. In lieu of a degree 7 years of relevant work experience will be considered. * Proficient in the government acquisition process. * Experience with proposals, RFI, RFP and RFQ such as NDA's, cost-price analysis, Teaming Agreements, etc. * Experience with handling multiple high-visibility and critical tasks simultaneously. * Negotiation experience. Preferred Qualifications: * Experience with Deltek Costpoint. * Ability to mentor other subcontract professionals of varying levels of experience. * Communication (oral and written) skills. * Microsoft Office Suite (Word, Excel, Powerpoint). * Aerospace experience. * Manufacturing experience.
