General Job Summary:

The Supply Chain Manager is responsible for both the strategic and operational execution of the Supply Chain organization. This includes developing department goals, objectives, and processes/procedures, as well as leading and managing staff to ensure suppliers deliver high-quality products and services on time and at the contracted cost. Key areas of responsibility include Purchasing, Material Planning, Supplier Management (sourcing, qualification, performance measurement, timely delivery), and Subcontract Management.

Essential Job Functions:

  • Develop, drive, and report progress on strategies and plans to ensure timely forecasting and supply of materials and services, supporting the operating plan with the highest value.

  • Lead the development and management of the supply chain organization, including material planning, purchasing, and supplier management.

  • Provide leadership and guidance to the subcontract management function, working closely with program management, production, and IPTs to facilitate development and transition to production.

  • Negotiate, implement, and maintain strategic supply agreements, including non-disclosure, joint development, intellectual property, and other agreements to foster effective relationships with key suppliers.

  • Define, implement, and continuously improve proactive supplier performance risk management to address current and potential supplier performance issues with mitigating actions.

  • Represent the company with key customers and suppliers, building effective working relationships at appropriate levels with external and internal organizations.

  • Establish and implement policies, procedures, and tools to ensure the effective and efficient operation of all purchasing and supplier management functions.

  • Lead material planning activities and material risk projects, including key cost-saving or strategic purchases beyond immediate requirements.

  • Provide data for reports, including metrics, as required for management related to purchasing, supplier management, and subcontracts.

  • Ensure all procurement and supplier management activities comply with applicable government regulations and corporate policies and procedures.

  • Ensure timely proposal support through the attainment of supplier proposals and quotes.

  • Perform other duties as assigned.

Supervisory Responsibility:

  • Direct and lead the Supply Chain organization, including purchasing, planning, stockroom, and supplier management.

Knowledge, Skills & Abilities:

Required:

  • Proven strategic thinking and planning skills.

  • Excellent negotiation skills.

  • Demonstrated ability to build and maintain strategic working relationships.

  • Strong written, verbal, and presentation skills.

  • Analytical skills with the ability to produce accurate analysis and exercise good judgment.

Education and Experience:

Required:

  • BS/BA in a Technical or Business field.

  • 15+ years of experience in supply chain management, procurement, and supplier management, preferably in DoD Electronics Contracting with complex product development, manufacturing, and logistics.

  • Proficiency and training in Supply Chain Management, contract law, FAR/DFAR, and CAS.

  • Expert knowledge of PDM and MRP systems.

  • Senior-level experience implementing long-term agreements and sub-contract agreements.

  • In-depth knowledge of government regulations impacting the strategic and tactical operations of the purchasing/supplier management organization.

  • May be required to obtain and maintain a U.S. security clearance at the appropriate level (requires U.S. Citizenship).

Work Environment / Physical Requirements:

  • Primarily office environment: desk, telephone/headset, keyboard/mouse use, and one-on-one interactions with department personnel.

  • Routine sitting and use of computer/telephone/copier equipment, some walking and reaching, active listening, and thinking.

  • Ability to produce accurate analysis and use good judgment in conducting responsibilities.

  • May work extended hours or weekends.

  • Moderate travel, both domestic and international.

  • Office and manufacturing environment with potential exposure to uncontrolled climate conditions, noise, dust, and hazardous chemicals.

  • May be required to lift up to 50 pounds in accordance with safety training guidelines.

Travel Requirements:

  • 0-25% travel, locally, internationally, and domestically as needed.
