The Supply Analyst I shall provide logistical support, supply chain management, and analysis support across the spectrum of F&L programs and FALD division activities.

Responsibilities

  • Support the Logistics Program Manager and assist the government Program Managers they will be assigned to by conducting process improvement analysis and providing recommendations.

  • Serve as the subject matter experts, focal point for support functions and special projects, and assist their assigned government Program Manager in policy matters, monitoring deliverables, managerial, and administrative support in the daily operations. Updating and maintaining a suspense tracking system for taskers and projects received.

  • Assist government Program Managers with special projects, budget analysis, and process improvement analysis/recommendations and assist government personnel with policy writing, within others.

  • Support the Facilities, Acquisition, and Logistics Division Leadership to identify and solve a variety of organizational problems.

  • Study and analyze information about alternative courses of action to determine which plan will offer the best outcome and work with various personnel within the organization to ensure successful implementation of chosen problem solutions.

  • Work primarily in the areas of equipment sustainment, property accountability, fleet, and facilities management.

  • Assist the government leads of each area with establishing accountability, improving policy, manage, and monitor the inventory process (e.g. inventories, schedule, findings, annual briefings, etc.).

  • Maintain a variety of inventory and other records (stored both manually and electronically).

  • Prepare, control, and review key supporting documentation to support audit readiness, financial data, receipt, transfer, and turn-in of equipment.

  • Perform clerical and technical work that supports the all logistics functions, maintain and store all related files, both physically (as required) and electronically on the PFPA shared drive.

  • Analyze management, operational problems; develop business methods and procedures, including data entry into property/accounting systems (i.e. DPAS), file systems, office systems, logistics systems, and production schedules.

  • Conduct vehicle inspections on PFPA-owned vehicles and General Services Administration (GSA) leased vehicles to include cars, trucks, minivans, all-terrain vehicles (ATVs), two or three-wheeled electric vehicles, etc.

  • Perform vehicle driver duties and responsibilities.

  • Prepare and update F&LS correspondence (Memorandums, Policies, Regulations, Manuals, Standard Operating Procedures, Budget, Narratives, Briefings, etc.)

  • Update program milestones.

  • Oversee and conduct project planning and development of guidance material for technical procedures.

  • Assist, monitor, update, implement, and maintain a suspense tracking system for correspondence and projects received.

  • Assist government personnel with the development of procedures for document control processes/procedures and the suspense management system.

  • Conduct studies on the efficiency and effectiveness of organizational strength and administrative programs.

  • Research, develop, and provide documentation or summarized information from files, including organizational charts, mission and function statements.

  • Shall coordinate functions, work operations, and activities of the office.

  • Responsible for day-to-day and long-range planning necessary to provide responsive support to the PFPA management.

  • Serve as a liaison to managers and supervisors on the most effective alignment of procedures to support PFPA strategic goals and objectives to accomplish the agency mission.

  • Serve as liaison to the PFPA agency.

  • Interpret broad guidance on staffing/routing of memorandum policy and procedures and develop an executable process for PFPA directorates.

  • Assist with developing and the implementation of standard operating procedures on such topics as correspondence preparation.

  • Clarify and explain regulatory and policy changes and note recurring errors observed during review process.

  • Assist with the recommendations to higher headquarters for deviations from regulations and revision of procedures.

  • Assist government personnel with the development of business methods and procedures, including administrative systems, file systems, office systems, process flows, and production schedules.

  • Assist with policy development for the document control process/procedures and the suspense management system and apply comprehensive knowledge of the organization and functions, analyze current procedures, conduct various studies such as workflow measurements.

  • Identify problems or issues encountered relative to the document control processes and procedures in policy which are efficient, effective, and relative to the document control process.

  • Perform a variety of staff management functions in relation to planning, and advising on functions involving tracking missions including, preparation, planning, and execution.

  • Conduct independent or coordinated studies to identify, evaluate or recommend solutions.

  • Communicate orally and in writing, to enable presentation of sensitive and sometimes controversial material and recommendations to higher authority and other Government agencies.

  • Read publications, regulations, and directives related to administrative matters and take action or refer those that are important to government personnel.

  • Assist with analyzing challenges or aspects of the supply management, maintenance, and operations and support automating manual accountability processes the to include data entry, processing inventory documents, perform maintenance and administrative adjustment transactions in the government databases and DPAS.

  • Assist with reviewing DPAS postings and inventory schedules to ensure that all accountability postings and hand receipts are correctly annotated.

  • Complete all required online training for the Defense Property Accountability System (DPAS) within 30 days of entrance and obtain access to the database to perform property management duties within 45 days.

  • Shall develop and/or verify statistical reports for accuracy and completeness.

  • Conduct research to resolve property accountability audit recommendations in a timely manner, while fully protecting the Government's interests.

  • Other duties as assigned.

Qualifications

  • Associate Degree in a Logistics field, Business Administration, Management, or related field

  • Minimum three (3) years of experience in a combination of management, information systems, design, and/or use of logistics automated information systems.

  • Possess a Secret Security Clearance

  • Possess and continuously maintain a valid state driver's license and comply with PFPA policies and all federal, state, and local driving laws.

  • Defense Property Accountability System (DPAS) Training Certification

Knowledge, Skills and Abilities

  • Knowledge of computer systems and Department of the Army Unit Supply System

  • Strong organizational skills and ability to multi-task.

  • Ability to communicate effectively, both orally and in writing, with senior personnel

  • Ability to read and interpret Federal acquisition and property management policy, regulations, and directives and to apply those interpretations fully and legally to all activities described in the PWS.

  • Analytical skills to permit translation of program and mission objectives into overall Command plans which can be implemented within the framework of Federal laws, regulations, and procedures
