Duties
Responsible for the administration and management of the Veterans Service Center providing information and assistance to Veterans and their dependents regarding Veterans' rights and benefits under laws administered by VA and other agencies.
Participates in the formulation of policies, development of human resources, staff development, fiscal planning, and program evaluation of the Service Center.
Coordinates functions with other divisions and service organizations that have an impact on the processing of Veterans claims.
Responsible for direct supervision of Service Center coaches and, through them, assigned personnel. Recommends selections, prepares performance ratings, reviews serious disciplinary actions, hears and resolves grievances, and makes recommendations for incentive awards and/or promotions involving personnel under his/her jurisdiction.
Responsible for the quality of service to Veterans and beneficiaries as related to the rating activity, including determinations of quality level and taking positive supervisory steps to correct deficient quality.
Ensures equal employment opportunities for all Service Center employees.
Assumes responsibility for budgetary controls and expenditures of fund allocation for the Division.
Provides timely responses to Congressional, White House and other special inquiries concerning VA benefits.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade.General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience must document the following: A thorough knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veteran's benefits and a comprehensive and thorough knowledge of state, federal and local benefit programs in order to be able to explain them, both orally and in writing, to individuals of all educational backgrounds.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
