YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*
Responsible for Full Time Equivalent (FTE) utilization, hiring, position management, work organization, strategic planning, performance standards and evaluations, training, disciplinary actions, and awards.
Performs budget functions including preparing budget estimates, fiscal and program operation plans, budget requests, analyses, and justifications.
Provides summary and detailed data for use by the Director of the Technology Transfer Program (TTP) and other senior managers throughout the Department.
Prepares briefings for high-level VA officials, Office of Management and Budget and Department of Commerce representatives, and for Congressional hearings.
Supports customer service by being visible, available, and supportive to research managers, administrators, investigators, and all employees throughout the VA.
Supervises and directs the activities in the TTP.
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm (Compressed/Flexible Schedule Not Authorized)
Telework: This position is authorized for telework (up to 50% of work schedule). Selectee will be required to work onsite for at least 50% of their work schedule.
Remote: This is not a remote position.
Virtual: The employee may work at any VA facility or other VA-leased space.

Qualifications
Basic Education Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or graduate/higher level degree that included a major field of study or specific course requirements related to the medical field, health sciences or allied sciences appropriate to the work of this position. Transcripts that state a degree was conferred in the appropriate field is required at the time of application.
In addition to meeting the basic education requirement, you must also possess specialized experience as indicated below in order to qualify for this position:
Specialized Experience: You must possess one (1) year of specialized experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the Supervisory Technology Transfer Specialist position. This experience must have been equivalent to at least the GS-13 grade level in the Federal service. Examples of qualifying specialized experience include: Facilitating the commercialization or marketing of new biomedical technologies or inventions; conducting competitive analysis to determine value or advantages of a product or technology; communicating and/or negotiating complex patent license agreements; and applying legal and regulatory knowledge to establish licenses and patents.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily administrative as the incumbent travels infrequently. Must be able to occasionally lift and carry light boxes, equipment, and products such as laptop computers, projectors, display boards, posters, and pamphlets. No special physical demands are required to perform the work.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
