Duties

The Associate Chief Counsel, Procedure & Administration, located in Washington, DC, comprises approximately 100 attorneys and 80 support personnel. The primary work areas provide legal services in federal tax procedure and administration. The office's responsibilities include legal issues arising out of the assessment and collection of federal taxes, bankruptcy, ethics, abatement, credits, refunds of federal taxes, disclosure of Freedom of Information Act (FOIA) and Privacy Act matters, and judicial proceedings which include technical electronic discovery (eDiscovery) litigation support.

As a Supervisory Technology Advisor, you will:

  • Plan, direct and supervise Technology Advisors and other personnel within the Litigation Support Section.

  • Manage Chief Counsel litigation technology and electronic operational litigation support, encompassing all facets of electronic litigation (eLitigation) in support of large and complex litigation, as well as Congressional requests.

  • Provide high quality litigation support services for Field Counsel in the United States Tax Court, as well as supporting eDiscovery as requested in cases litigated by the Tax Division of the United States Department of Justice (DOJ).

  • Work directly with Senior Executives, managers, special trial attorneys and trial teams to advise them on strategies to successfully and efficiently accomplish eLitigation objectives.

  • Serve as the primary liaison for litigation support, issuing instructions to Internal Revenue Service (IRS) IT managers with oversight of IRS IT support of eDiscovery and eLitigation, and coordinate with DOJ eLitigation support managers.

  • Assist with negotiation of difficult eDiscovery and eLitigation issues with opposing parties in complex litigation in conjunction with Chief Counsel attorneys.

To qualify for this position of Supervisory Technology Advisor, you must meet the qualification requirements listed below by the closing of this announcement:

For GS-15:

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: In depth experience with litigation technology support and the Electronic Discovery Reference Model (EDRM); experience with the Federal Rules of Civil Procedure relating to eDiscovery; experience creating/managing workflows for scanning, conversion and complex document review purposes; independently responding to discovery requests and assisting with trials; mentoring and assisting in the preparation of paperwork necessary for processing and completion of a case, including litigation, FOIA and/or e-discovery matters; experience serving as formal supervisor, reviewing and coordinating the work of subordinates or colleagues.

Experience in at least five industry specific software applications, such as: Concordance; Everlaw; CasePoint, Clearwell; Ringtail; Recommind; Relativity; Catalyst; Case Logistics; ViewPoint; Nuix; Equivio; Legal Access Ware (LAW); and/or iPro.

Non-industry specific software knowledge including Adobe Acrobat; MS Office Suite (e.g., Excel); MS Outlook; MS SharePoint; Microsoft Purview Standard/Premium; NotePad++; UltraEdit; RoboCopy; BeyondCompare; and/or web browsers.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Time in Grade Requirement for GS-15: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
