Summary

The Health Care for Homeless Veterans (HCHV) Coordinator-Social Work Supervisor at the Roseburg VA Health Care System services under the Social Work Executive.
Responsibilities

The Health Care for Homeless Veterans (HCHV) Coordinator-Social Work Supervisor at the Roseburg VA Health Care System services under the Social Work Executive.

HCHV is located within Social Work Service and has the responsibility for coordinating interdisciplinary staffing, work assignments, budget and treatment services while managing the administrative and clinical aspects of the HCVC Program. The Social Work Supervisor hs the responsibility for coordinating interdisciplinary staffing, work assignments, budget and treatment services.

The Supervisory social worker is responsible for oversight of the following programs:
Veterans Outreach
Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH)
Grand and Per Diem
Vocational Rehabilitation
Managing fund control points, Point of Contact and Lead Inspector for Contract Residential Treatment facilities, functions at a high level of independence and responsible for developing policies, procedures and applying them as appropriate for the HCHV Program.
Works with the Social Work Executive to plan, organize and direct administrative, operational, veteran and personnel activities for complex and varied HCHV programs, which includes Grant Per Diem, Homeless Outreach, HUD/VASH and Contract CMI residential treatment beds.
Work Schedule: Monday to Friday, 8:00am to 4:30pm

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Language. Must be proficient in written and spoken English.
Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
License. Must have a current and active license or certification by a state at the advanced practice level
Experience. Must have at least one year as an independent practitioner.
Preferred Experience: Working with homeless, experience leading a program or team

Grade Determinations: Supervisory Social Workers. For supervisors, grades are determined by the scope of responsibility, the complexity of the social work services provided by supervisees, the composition of the staff supervised, (e.g. professional staff, multidisciplinary staff, tours of duty, geographical disbursement, etc.), and the amount of time spent in personnel management functions.

Experience, Education and Licensure. Individuals assigned as Supervisory Social Workers must be licensed or certified at the Advanced Practice level and must be able to provide supervision for subordinate staff to qualify for licensure.

Their experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs below.

Demonstrated Knowledge, Skills, and Abilities for Supervisory Social Worker:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure.GS-12 Supervisory Social Worker. At the GS-12 grade, Supervisory Social Workers typically have significant personnel management responsibilities for a small to medium size professional and non-professional staff, including support staff and professional staff at the GS-11 grade level and below. They are responsible for the professional and administrative management of an area in a social work service, in a care line, or multiple facilities. They also provide direct clinical services with or without program coordination responsibilities.

This position is above the full performance GS-11 Social Worker.

Physical Requirements:
The work is primarily sedentary.

It may require some lifting (10-20 lbs.) occasionally. Reaching above shoulder; Frequent keyboarding (4-7 hours per day); Sitting (4-7 hours per day); Walking up to 6 hours per day); Standing (up to 8 hours per day); Infrequent climbing/descending of stairs; Some bending; Ability for rapid mental and muscular coordination simultaneously; Correctable near sighted and far sighted vision; Hearing Aid permitted.
