The incumbent of this position serves full-time as a Supervisory Clinical/Counseling Social Worker. The primary duty location is the Oklahoma City VA Health Care System. The Local Recovery Coordinator (LRC) serves to assist in implementation of policies and procedures from the National Recovery Coordinator (NRC) and to facilitate implementation of recovery-oriented services in Mental Health (MH) programs, which includes educating providers, Veterans and their Families about recovery.

Major Duties and Responsibilities:

The Local Recovery Coordinator (LRC) functions as a champion and advocate for the recovery model. The LRC also serves as a recovery ombudsman to the Chief of Mental Health Social Work, Mental Health Service Chiefs, program supervisors and staff on recovery and implementation of recovery oriented services.

  • Advises MH Chiefs on filling peer specialist positions and serves as a supervisor/consultant to peer specialists

  • Assists with VA regional or local recovery-oriented trainings, meetings, or conferences, as needed.

  • Serves as a MH liaison to the facility Consumer Council.

  • Meets monthly via conference call with the VISN LRC to coordinate a network response to recovery implementation and implementation of VA Central Office (VACO) policies and procedures related to recovery.

Participates in facility MH leadership meetings and policy planning groups. Supervises Peer Support Specialists (PSS) assigned to Mental Health programs and provides administrative, technical, personnel and clinical supervision necessary for accomplishing the tasks for program(s) to which the PSS is assigned. This includes:

  • Assesses the most efficient deployment of staff.

  • Time & leave management.

  • Budget reviews.

  • Policy development, review and implementation

  • Addressing patient care issues, PATS notifications

  • Provides clinical supervision for all assigned Mental Health Peer Support Specialists.

  • Develops functional statements.

  • Develops performance standards.

  • Hears and resolves employee complaints.

  • Reviews and approves or disapproves leave requests.

  • Makes recommendations regarding serious disciplinary actions involving subordinates and interfaces with Human Resources and AFGE when appropriate.

  • Addresses ways to improve production and the quality of work directed.

  • Participates in interviewing, selection, and orientation of Peer Support.

  • Provides and oversees orientation of assigned staff.

  • Uses data to effectively manage workload, quality, performance, and productivity within the service and specifically within the group supervised.

  • Administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans. Develops and implements information systems to track service activities. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services.

  • Will spend time engaged in direct clinical services and providing recovery- oriented care to Veterans, assuring documentation is completed timely and within VA guidelines.

Qualifications

Basic Requirements:

Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).

English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.

Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Supervisory Social Worker, GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:

(a) Ability to independently organize work, set priorities, and meet multiple deadlines.

(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers.

(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.

(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.

(f) Ability to provide staff training and development.

Preferred Experience: Provision of recovery-oriented mental health care, serving as liaison to community mental health and/or Veterans' organizations, familiarization with Peer Support Services, providing training, education, and consultation to staff; and providing supervision and oversight
