  • Supervises Social Work Coordinators, (GS-12) and Social Workers (GS-9/11).The Outreach and Case Management Supervisor has establishes guidelines and performance expectations for staff that are clearly communicated through the formal employee performance management system. The Outreach and Case Management Supervisor has observes workers' performance and conducts work performance critiques, providing informal feedback through supervision.

  • Ensures that program staff performs the following functions for program patients/consumers: screening/assessment, treatment planning/goal setting, referral to service providers, resource usage/development, advocacy, crisis intervention, education/health promotion and prevention, coordination of non institutional and institutional services and supportive counseling.

  • Incumbent is responsible for weekly, monthly, and quarterly meetings and reports respective to each assigned program. Develops and implements information systems to track service activities including visits, referrals, patient demographics, and patient satisfaction. Develops local policies and procedures in accordance to VHA and Medical Center policy, Federal, State and Local regulations, and Joint Commission requirements.

  • The incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. The incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements.

  • Serves on the Social Work Service Leadership Team, taking an active role in implementing and supporting service-related priorities, initiatives and committee participation.

  • The incumbent develops psychosocial treatment plans, actively involving the veteran and their family or significant others, in coordination with the interdisciplinary team members. Using known resources, the incumbent makes initial and continuing decisions coordinating the veteran's care through linkage and referral to VA facilities.

  • The incumbent assists veterans in maintaining appointments at VA facilities and other community agencies for medical, psychiatric, substance abuse, vocational and other services consistent with the veteran's goals. The incumbent refers veterans to appropriate VA and other government/community services, including local shelters, food banks, employment services, veteran's benefits and Social Security applications.

  • The incumbent provides direct mental health and substance abuse services to veterans and family members. The incumbent maintains treatment plans based on clinical assessment for each veteran which are reviewed at least yearly. The incumbent makes routine visits to each veteran in residence to assess their environment and provide on-going clinical services.

  • The incumbent facilitates orientation and on-going training with other interdisciplinary team members and participates in staff development programs for the mental health services. Takes responsibility for acquiring new knowledge in contemporary treatment modalities.

  • The incumbent may provide training to students, residents, interns and fellows from other disciplines, and when appropriate conducts formal workshops and classes for staff under the supervision of the Community Outreach Division Director.

Work Schedule: Monday through Friday, 8:00a-4:30pm

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).

English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.

Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

  • Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Supervisory Social Worker , GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:

  • Ability to independently organize work, set priorities, and meet multiple deadlines.

  • Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.

  • Ability to ensure provision of clinical social work services by supervised social workers.

  • Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.

  • Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.

  • Ability to provide staff training and development.

Preferred Experience: Experience in providing clinical and administrative supervision. Experience working with veterans experiencing homelessness, substance abuse disorder, mental illness, and the aging/geriatric population. Knowledge of program management, service delivery, and quality improvement initiatives.

The full performance level of this vacancy is GS-13.

Physical Requirements: The work requires the ability use a computer and ability to navigate throughout an office building

environment. The work may require engaging Veterans in their environment. This may include emergency shelters, community agencies, veteran's residences and places not meant for habitation. Some encounters may be outdoors during all times of the year. There will be some walking; standing; bending; carrying of light items such as papers, book, small parts; or driving an automobile, etc. The incumbent is required to transport veterans using a government assigned vehicle, therefore, would need to pass a driver's physical sufficient to meet the standards outlined in policies.
