Job Summary

This position is located in DC Health's, HIV/AIDS, Hepatitis STD and Tuberculosis Administration (HAHSTA). Established by Mayor's Order in 1986, HAHSTA coordinates and monitors HIV/AIDS, Hepatitis, STD and Tuberculosis (TB) programs and activities for the District of Colombia and the Washington Eligible Metropolitan Area (EMA). The mission of HAHSTA is to prevent the transmission of HIV/AIDS, STDs, Hepatitis, and TB and to provide care and treatment to persons with these conditions. HAHSTA holds primary responsibility for monitoring the occurrence of the conditions referenced in the name of the agency, as well as for the coordination and implementation of related evidence-based prevention and operations support for staff engaged in the referenced disease prevention and control activities directly or with and through community providers and partners.

The incumbent works under the direction of the Division Chief of the STD/TB Control Division. The STD/TB Control Division is responsible for patient services, policies, and control activities which lower the overall prevalence and incidence of STDs, HIV, and TB by interrupting and addressing disease transmission. The STD/TB Control Division also operates the DC Health and Wellness Center (DCHWC), DC Health's free STD and TB clinic which provides sexual health and TB services at no out-of-pocket costs to its clients.

Major Duties and Responsibilities

The incumbent supervises DCHWC administrative staff, including administrative and program support assistants. The incumbent is responsible for fiscal oversight of DCHWC clinical operations, including the preparing and monitoring of the clinic's budget, purchase orders, contracts, and procurement.

The incumbent is a super-user of DCHWC's electronic health record, serving as a liaison between the electronic health record vendor and DC Health's Information Technology team. The incumbent provides operational and programmatic support as directed. In keeping with DC Government guidelines and standards, the incumbent oversees the provision of compassionate customer service at DCHWC.

The incumbent assists the Division Chief in developing/modifying/monitoring DCHWC policies and procedures. The incumbent participates, as needed, in senior clinical management team activities, including attending management meetings to discuss issues relating to patient care. In conjunction with other members of the DCHWC management team, the incumbent assists in the development, monitoring, and evaluation of federal, local, and private grants.

The incumbent oversees medical billing, coding, and reimbursement for DCHWC.

The incumbent identifies and investigates potential problems or unusual incidents and prepares appropriate reports. The incumbent participates in continuous quality improvement activities for DCHWC and attends monthly QI committee meetings.

The incumbent oversees medical supply and medication inventory and procurement.

The incumbent ensures that DCHWC operates in compliance with local and federal medical regulations.

Qualifications and Education

Undergraduate and Graduate Education

Individuals must have at least one (1) year of specialized experience equivalent to the grade 12 level, or its non-district equivalent. Specialist experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.

  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.

  • Knowledge of a specialized public health program.

  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.

  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Preferred Skills and Qualifications

Outpatient clinical management experience, including medical billing and coding.

Licenses and Certifications

Must maintain a valid Driver's License

Working Conditions / Environment :

The incumbent must be able to carry out official duties in a variety of settings and conditions.  Routine work will occur primarily in an office setting.

Duration of Appointment:   This is a Management Supervisory Service (MSS) appointment (At-Will).  Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.
