This position will be located at the West Haven Cooperative Studies Program Coordinating Center (WH-CSPCC) at the VA Connecticut Healthcare System, West Haven, CT. Incumbent will function as the Lead Project Manager for the West Haven Cooperative Studies Program Coordinating Center (WH-CSPCC). The project manager position is responsible for the administrative, financial, regulatory and data management of assigned clinical trials.

Your duties can include but are not limited to the following:

  • Providing both guidance to other Project Managers as well as coordination and administrative support for studies that will vary ill length of time, number of participating VA's and non-VA's and in the number of research subjects.

  • This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and management of clinical trials.

  • Evaluates work performance and set performance standards, give advice, counsel, or instruct employees 011 both work and administrative matters.

  • Works with Project Managers to identify timeframes and deadlines for assignments, projects, problems to be solved and methods/techniques to solve problems, also helps identify other projects that need to be completed.

  • Will lead the Project Managers in identifying, distributing, balancing workload and tasks, makes adjustments to accomplish the workload in accordance with established priorities, and ensures that each Project Manager has an integral role in assigned tasks.

  • Possessing knowledge of budget forecasting and cost analysis as applies to clinical trials involving multiple funding sources.

  • Performs other duties as assigned.

SPECIALIZED EXPERIENCE REQUIREMENT: In addition to meeting the Selective Placement Factor you must also possess specialized experience as indicated below in order to qualify for this position.

Specialized Experience: MUST possess one (1) year of specialized experience equipped with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory Program Specialist position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes: possessing working experience of project management requirements for clinical research trials; possessing knowledge of the laws, regulations, policies, precedents, methods and management of clinical trials with human research subjects; possessing experience with budget forecasting and cost analysis as it applies to clinical trials involving multiple funding sources; possessing experience managing all administrative and financial aspects of clinical research trials; providing training to improve the knowledge and performance of project managers. (This experience must be documented in your resume.)

The role will be responsible for Sourcing lowest total cost of ownership (TCO) while supporting Category Managers, Product Supply, PSM, Commercial/Sales Team, Quality, and Product Development. Essential Functions and Responsibilities * Support and optimize a robust global strategy for assigned categories * Support Category Manager in the development, delivery and communication of the category strategy * Support the global cross-functional strategic sourcing teams (SSTs) to effectively execute the category strategy * Ensure that the business requirements and needs of each plant are well understood and executed within the category plan; work with the Procurement operations and Supply Chain teams to execute purchase orders according to category strategy. * Assist in projects lead by the PSM and the R&amp;D team and to support overall category continuous improvements efforts. * Support finance and Category Manager on monthly reports as necessary. * Support category manager on budget revision and updates if necessary. * Support and collaborate with S&amp;OP (Supply &amp; Operations) team on key ingredients communications/updates * Provide timely communication to plant operations, supply Chain, PSM or Sales/Commercial team on market and price changes.
