Duties

As a Supervisory Program Manager, you will:

  • Provide supervisory direction, guidance, oversight, and quality review for the planning, development, implementation, and conduct of programs, projects, initiatives, and responsibilities within the office.

  • Provide advice, guidance, coaching, leadership for subordinate supervisors and staff in program and project management, analysis, communication, decision-making, time-management, and proactivity.

  • Initiate, recommend, design, and implement significant program improvements and other enhancements to streamline operations, optimize effectiveness in meeting established goals and objectives, improve the impact of programs, and resolve longstanding systemic issues.

  • Plan, organize, and carry through to completion analytical studies involving the substance of key agency programs, operational processes using a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness.

  • Represent the FTA Office of Civil Rights at national conferences and official trainings, and meetings with federal recipients, other federal departments and agencies, state and local governments, and stakeholder organizations.

This position is ideal for an experienced management professional who has supervised professional personnel, developed and managed various programs and projects with national or regional impact within the transportation industry, and has excellent leadership and management skills, communication skills, analytical skills, and technological skills.

CONDITIONS OF EMPLOYMENT:

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience leading and managing a multidisciplinary team.

  • Experience managing programs and leading others in developing and applying program management principles and practices.
