This position is in Veterans Health Administration (VHA) at the Loma Linda VA Medical Center in the Health Administration Service (HAS). The purpose of the Clinic Administrator (Main or ACC) is to serve as the VA Loma Linda Compliance and Patient Scheduling Access Manager and is responsible for complete oversight and guidance of all clinical administrative services regarding planning, implementation and continued maintenance of the VHA compliance and directives for patient access to healthcare.

Responsibilities

The incumbent fulfills the role of liaison between the medical center, senior executives and network leadership for communication of issues relating to business practices associated with regulatory obligations and requirements for access performance measures, which includes contributing to the development of network policies and procedures and educational training as it relates to the performance measure clinics. The primary responsibility will be to manage and lead the programs and medical support staff related to the Medical Clinic areas, Surgical Clinic and Specialty Clinic areas to include any Lead or Supervisory staff in those sections.

Major Duties:

Data Entry/Communication/Program Management

  • Responsible for coordinating and supporting mechanisms for successful data entry; Establish and coordinate in-depth training with the HAS Trainer to ensure that HAS and other identified Medical Center staff are educated and accountable for data management; Responsible for developing and maintaining new and expanding sources of information to monitor clinic administration and management; Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.

Scheduling/Recall/EWL/Consults/Insurance Capture Processing

  • Schedule appointments and utilize the Electronic Waiting List or Recall List accurately and in a timely manner. All appointments will be made with the patient's input, either in person or by phone. This may require an elevated level of coordination to avoid patients having to make multiple trips to the medical center or clinic whenever possible; Notifies the supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes.

Personnel Management/Safety/Training

  • First line supervisory responsibilities include setting performance standards, evaluations, initiating action on disciplinary matters, awards, labor relations, approval of leave and work schedules.

Policy/Procedure Management

  • Must analyze, interpret and implement regulations accurately to reflect current operating procedures and is familiar with precedents concerning changes in regulations or policies.

Purchase Card and Approval Processing

  • Monitors purchases to ensure that cardholders conduct daily purchase card reconciliations within the required timeframe and that reconciliations are correct.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: provides advice as the subject matter expert (SME) to the Assistant Chief and Chief, HAS regarding training and clinic management; oversees the daily operations of the unit, ensures that agency policies and priorities are being followed, develops performance standard and evaluates work performance of subordinates; gives advice, counsel and instruction to employees on both work and administrative matters; serves as Clinic Administrator for the Main Facility or Ambulatory Care Center (ACC) and has full supervisory authority to independently plan, direct and manage operations of the section to include all functions associated with patient appointment scheduling, scheduling audits, service recovery, clinical feasibility studies, support in strategic planning efforts and where required, budget management; ability to communicate orally with individuals and groups to conduct meetings, coordinate changes in procedures with other service and sections, and explain policies and procedures.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related? Physical Requirements:

This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under stress is required because of the time factors involved in completion of work assignments within deadlines.
