Duties

The Supervisory Program Analyst plans, organizes, and oversees efforts and projects to achieve and improve program accomplishment's quality, effectiveness, and timeliness. The selectee serves as a subject matter expert to management and executive leadership on program planning, developing and implementing strategic plans to achieve the program objectives. This includes developing detailed plans to improve efficient operations, developing the criteria for analytical studies, implementing plans and initiatives to achieve mission and policy objectives, assessing program accomplishment, and making course corrections when necessary. The duties of this position are complex, as they cross-cut management and quality improvement disciplines such as the implementation of program/project management; strategic planning; workforce planning; budget formulation and justification; quality improvement methods and initiatives; emergency communications, financial analysis; measurement and support, internal programmatic controls, analytics, and reporting tools. Other duties included but not limited are:

  • Makes recommendations on the priorities for the effective use of deployable emergency resources, based on detailed analysis and evaluation of program needs and resource efficiency.

  • Coordinates with key managers and stakeholders to ensure all implications are identified, weighed, and considered in the study and discussion of effective and efficient resource use and distribution.

  • Develops and presents to leadership models for managing various issues and identifies and resolves problems that are barriers to achieving goals. Plans and develops new processes or metrics and coordinates support activities that cross organizational lines.

  • Formulates interprets, and communicates long range goals, principles, policies, and objectives for delegated services and programs.

  • Independently applies a broad range of quality improvement knowledge and experience to include quantitative and qualitative measurement and analysis, program and project management, business case methods and measures, and customer satisfaction assessment and measurement.

  • Collates data received from other program offices and authors the Congressionally Mandated Report (CMR) to Department Leadership and provides supporting information as required.

  • Provides input in developing and implementing program policies, plans, guidelines, proposals, processes, and recommendations on issues that cross-functional lines.

  • Works with team members enacting an initial repeatable process for performing reviews and assessments and documenting, analyzing, and reporting findings. Findings are also captured as lessons-learned and managed in a data repository or other appropriate tool to ensure continuous mission and program accomplishment improvement.

  • Develops strategies for maintaining appropriate performance levels in support of VA initiatives.

  • Guides management in effectively implementing planning efforts for current and future performance requirements. Implements actions necessary to correct identified problem areas and follows through to ensure adjustments to program plans were made. Plans and coordinates major initiatives or projects to develop and implement new systems and processes that may have Department-wide use and implications.

  • Manages and coordinates analysis of emergency preparedness activities, such as: identifying and assessing risk, developing the criteria by which studies are measured, estimating the level of capabilities needed to address those risks, or sustaining the required levels of capability, developing and implementing plans to deliver those capabilities, validating and monitoring progress, and reviewing and updating efforts to promote continuous improvement.

  • Provides analytical technical expertise, and advisory services to VHA Leadership

  • Conducts sophisticated analyses of complex issues involving VA/VHA and partner agencies.

  • Support the VHA OEM Logistics Program review and evaluation for major VA/VHA programs of national scope and significance, producing recommendations and reports regarding efficiency and effectiveness.

  • Performs other duties as assigned.

Work Schedule: Monday-Friday, 08:00 - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs; Plans and develops new processes or metrics and coordinates support activities that cross organizational lines; Develops and implements program policies, plans, guidelines, proposals, processes, and recommendations on issues that cross-functional lines, in collaboration with others; and Performs technical writing functions, requiring substantial knowledge of the various areas of emergency management and the needed specialized terminology.

Physical Requirements: The work is basically sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity, including carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.
