Minimum Education Requirement:

Specialized Experience:

For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes leading a staff, providing instructional guidance, setting priorities and preparing schedules in order to meet time-lines and program objectives. Examples of such work include: research Federal and agency regulations, pertinent laws and policies related to program operations to include management reports and control technique recommendations; communicate in person with clear methodical thought; collect requirements and working with other divisions to develop cost and production data related to organizational operations; apply analytical and evaluative methods and techniques to issues or findings concerning the efficiency and effectiveness of program operations from a technical perspective; create staffing and cost models for regional offices; plan, organize, and direct team study work; negotiate effectively with management to accept and implement recommendations where the proposals involve substantial bureau resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied; develop pay and production rates for organization operations; communicate assignments, milestones, deadlines and solve work problems.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
