Summary

The Inpatient Pharmacy Technician Supervisor is a Certified Pharmacy Technician (CPhT) possessing extensive knowledge and experience in all areas of Inpatient Pharmacy Technician duty requirements. Provides direct supervision and monitors the performance of pharmacy technicians assigned to the Inpatient Section of the pharmacy. Coordinates all technical aspects of Inpatient Pharmacy operations involved with workflow.

Responsibilities

Supervisory

  • Responsible for providing orientation, training, assignment of duties, counseling, conducting performance appraisals and overall developmental progression of assigned Inpatient Technicians. Assesses employee competencies and identified further educations or training needs that technicians may require at various points of their careers.

  • Ensures technicians are knowledgeable of and operate within the guidelines provided by all Pharmacy Service policies and procedures. Effectively manages technical staff to assure workflow is optimized within the Inpatient Pharmacy. Continuously analyzes and reassesses priorities, redirecting staff to assure that workload demands are accomplished in the most effective, economic manner possible. The incumbent is instrumental in recommending changes for the improvement of workflow, work methods, and priorities involved in performance of technician duties.

  • Observes Inpatient Pharmacy Technicians in the performance of their duties daily. Assigns daily tasks, resolves conflicts among Inpatient Pharmacy Technicians in a constructive and fair manner. Monitors the appropriateness, timeliness, and accuracy of medication filling, labeling, and delivery procedures (proper drug, strength, and dose), individual work ethics, and response to critical situations using spot checks, audits, and observations.

Technical

  • Assures that inpatient technicians are compliant with Pharmacy Service policies, procedures and protocols; VA regulations; and Federal laws governing practice of pharmacy.

  • Cooperatively resolves routine and complex problems or situations that occur in the Inpatient Section, other Pharmacy Sections, and the Medical Center so that little or no intervention is required by higher level supervision.

  • Provides training, monitors progress, and evaluates Central New Mexico Community College CPhT students.

  • Oversees the completion of all monthly ward inspections and pharmacy inspections assigned to the inpatient section. Ensures all areas have been inspected accurately and medications have been accounted for properly.

Administrative

  • Coordinates pharmacy services with the needs of other services/sections in the medical center. Assists with planning and implementation of new pharmacy programs and projects consistent with needs of the Pharmacy Service and the Medical Center.

  • Participates in interviews of employment candidates (both technician and pharmacist) using Performance Based Interviewing techniques. Active in the applicant selection process. Recommends boarding levels for selected individuals.

  • Assists with the planning, and implementation of new pharmacy programs and projects consistent with the needs of the Pharmacy Service and the Medical Center.

  • Prepares Inpatient Pharmacy Technician work schedules and daily work assignments based upon workload and staff availability. Monitors the status and progress of work as it is conducted.

Work Schedule: Rotating shifts including nights, weekends, and holidays.

Qualifications

Basic Requirements:

  • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • Education or Experience. A high school diploma or equivalent; or at least 3 months experience.

  • Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.

  • English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: For GS-07:

(a) Experience. One year experience at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

(b) Certification. PTCB certification is required at this grade level and above.

(c) Demonstrated Knowledge, Skills, and Abilities:

  • *1. Ability to evaluate, analyze workflow, and coordinate work activities.

    1. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes.


    1. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff


    1. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment.


    1. Comprehensive knowledge of the procurement and formulary process.


    1. Comprehensive knowledge of investigational drug policies and procedures.


    1. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.


    1. Comprehensive knowledge of, and ability to, analyze data in VA information systems.

Grade Determinations: For GS-08:

(a) Experience. One year experience at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

(c) Demonstrated Knowledge, Skills, and Abilities:

  • *1. Knowledge of human resource management policies and procedures, and the ability to supervise various levels of pharmacy technicians and other technical personnel (for supervisory assignments).
  • *2. Ability to apply management and leadership principles.

    1. Ability to communicate orally and in writing.


    1. Extensive working knowledge of the pharmacy operation.


    1. Ability to assess staff needs and provide appropriate training.

(d) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level may be assigned supervisory positions or assignments as lead technicians in a highly complex area of the pharmacy. The GS-8 level is for very select, complex pharmacy technician positions as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment.

Determinations concerning placement of positions at this grade level shall take into consideration the skill mix and availability of supervision in the work unit. Although these positions are under the supervision of a pharmacist, employees in such settings successfully and consistently demonstrate the exercise of independent technical judgment (without the need for readily available supervision) as well as comprehensive and thorough working knowledge of the most complex or difficult practices and procedures. Such individuals may also serve as supervisors or in an equivalent assignment in a Pharmacy Service, or for a specific unit or section.

The full performance level of this vacancy is GS-08. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-07 to GS-08.

Physical Requirements:This position requires heavy lifting (45 lbs and over); reaching above shoulder; use of fingers; walking (4 hours per day); sitting (8 hours per day); kneeling (2 hours per day); repeated bending (2 hours per day); both legs required; ability for rapid mental and muscular coordination simultaneously.
