Duties

The Supervisory Operations Research Analyst:

  • Manages the Division's Staff of professionals, who perform highly technical research projects, motivates and develops staff, and creates an inclusive work environment to recruit and retain talent.

  • Responsible for the business development of the Division's portfolio of work and for ensuring the enhancement of the Aviation Safety Management Systems Division's mission to meet the high priority needs of the Department of Transportation.

  • Define Division program objectives, divides programs into discrete projects, estimate resource requirements, sets priorities, establishes work schedules and approves program plans prepared by the senior staff in the Division.

  • Manage programs and projects in accordance with Volpe Center project management standards and systems, as well as best industry practices, including developing and managing Interagency Agreements (IAAs) and Program Management Plans (PMPs) monitoring project funding levels; establishing and maintaining strong working relationships with current and future clients; ensuring the quality of deliverables.

  • Prepares and/or presents briefings, reports, proposals, and work agreements to Volpe Center management, customers, and stakeholders.

The ideal candidate has expertise leading a group of professionals conducting the technical execution of highly complex aviation safety management systems related projects and managed the long term strategic and business focus within an organization. This position requires an entrepreneurial outlook, superb communication and management skills and the ability to build and maintain relationships. The Division Chief provides critical leadership in the creation, development, maintenance, and enhancement of highly technical initiatives that critically impact the Center's and Department's support of Aviation Safety Management Systems.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:

  • Experience managing resources and leading multi-disciplinary technical team(s) in the formulation, development, analysis, and execution of programs to create solutions such as systems, technology, policies and/or methods of operation.

  • Experience in addressing and improving aviation safety related system efficiencies and effectiveness such as strategic program and research planning, business process analyses, benefit-cost analyses, risk analyses, value analysis, information systems design and development, network infrastructure support, and training design and delivery.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Competency
  • Knowledge, skills, and ability in the application of engineering, systems and operations research analysis, and related disciplines to the identification, assessment and deployment of advance information technologies and new strategies that improve business processes and logistics operations.
  • Business Development/Project Management
  • Knowledge, skills, and abilities in the application of project management principles, method, and /or tools to carry out the development, scheduling, coordination, and effective management of analytical, logistics, and inspecting project costs, work performed, and contractor performance. Identify new business opportunities, maintain and grow existing client relationships, and capturing new projects.
  • Supervisory
  • Ability and experience in managing staff, multi-disciplinary technical teams and resources, as well as in directing program development and execution to support both long-term strategic and near-term goals and objectives.
  • Communication
  • Establishes good working relationships with other division chiefs as well as other Volpe Center staff engaged in complementary research activities. She/he has frequent contacts with top officials in various Washington agencies both within and outside of DOT including appropriate officials at the FAA and other relevant modal administrations within DOT, the Office of the Secretary, including the CIO, Chief Data Officer and the Chief Information Security Officer, and external organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education:

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
