Responsibilities

The Supervisory Medical Records Administrator serves as the Health Administration Service Section Chief, Health Information Management Services (HIMS) at the Ralph H. Johnson Medical Center (RHJVAMC). The Chief of HIMS is responsible for the management of the facilities health record and Coding programs, records management program, scanning, and medical information/data management. This incumbent plays a significant role in all aspects of health information at the facility.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience:
(1) Experience
Three years of experience in the field of medical records that included the preparation, maintenance, and management of medical records and health information systems. At least 1 year of this experience must be comparable to a GS-4 level position.
An associate's degree in the health information field plus 1 year of experience that included the preparation, maintenance, and management of medical records and health information systems.NOTE: Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience. No credit may be given for partial completion of such training. OR
(2) Education. Education equivalent to a baccalaureate degree from an accredited university or college. OR
(3) Experience/Education Combination. Equivalent combinations of experience and education may be used to meet basic requirements.
Physical Requirements. See VA Directive and Handbook 5019.
English Language Proficiency. MRAs must be proficient in spoken and written English. Selective Placement Factor: Qualified candidates are required to hold a current Registered Health Information Administrator (RHIA) or Registered Health Information Administrator (RHIT) certification and have at least two years of coding or supervisory coding experience utilizing ICD-10, CPT, HCPCS codes. Please note, only candidates who attach a copy of their certification will be considered. In addition, the required experience must be documented on your resume.

Grade Determinations:
(a) Experience. At least 1 year of experience comparable to the next lower grade level (GS-12) that demonstrates the KSAs described at that level. In addition, the candidate must demonstrate the following professional KSAs:

Knowledge of the legal, ethical, and professional standards as they apply to health information management;
Ability to provide sound, technical guidance to the professional and medical center staff about major program, legal, or procedural changes related to health information management;
Ability to revise medical center procedures to improve health information management services and to evaluate, modify, and/or adapt new methods to meet regulatory requirements;
Skill in conducting studies and analyzing data; and
Knowledge and skill in management/administration, which includes program planning, coordination, interpretation, supervision, consultation, negotiation, problem solving, and monitoring.
(c) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. At this grade level, positions may be non-supervisory, supervisory, or managerial as follows.
