Responsibilities

The functions/duties of the Lead Medical Records Administrator include, but are not limited to:

A. Provides technical and managerial expertise relative to health information management on the same basis as the immediate supervisor, the Chief of HIMS. This includes recommendations regarding organizational structure, workflow, section policy, interpretation of section objectives, and methods of staffing within the section.

B. Serves on various Medical Center and adhoc committees related to HIMS activities. Serves as a representative to the Medical Record Committee, Forms Committee, and Compliance Committee.

C. Evaluates Patient Treatment File (PTF) data validation program to include a qualitative review and evaluation of the clinical as well as administrative information reported into the PTF system with analysis and recommendations for corrective action.

D. Analyzes, interprets, and trends findings of quality improvement monitors (Medical Record Review for Clinical Pertinence, Resident Supervision Monitor, etc.).

E. Develops and maintains collaborative relationships with Physicians, Service Chiefs, and other medical center staff at all organizational levels.

F. Serves as Subject Matter Expert (SME) for HIMS regarding CPRS.

G. Participates in The Joint Commission surveys as requested and as assigned by the Chief of HIMS.

H. Supervises the preparation and control of release of information and is the final approving authority for all releases.

I. Advises HIMS staff in problem areas about quantitative and qualitative analysis of medical records and determines acceptability of content.

J. Responsible for the day-to-day management and administration of the assigned HIMS functions.

K. Responsible for the training of HIMS personnel.

L. The incumbent will be responsible for coordinating the reporting of cancer cases to the state tumor registry and the VHA Central Tumor Registry.

M. Provides overall expertise and guidance on HIMS patches, changes, deletions and additions necessary to maintain an accurate database.

N. Incumbent provides assistance with the overall effective administration and planning of the health information management program throughout all areas of the facility.

Work Schedule: Monday through Friday, 7:30am-4:00pm or 8:00am-4:30pm

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • Education or Experience

  • Experience. (a) 3 years of experience in the field of medical records that included the preparation, maintenance, and management of medical records and health information systems. At least 1 year of this experience must be comparable to a GS-4 level position.

  • An associate's degree in the health information field plus 1 year of experience that included the preparation, maintenance, and management of medical records and health information systems.

  • NOTE: Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience. No credit may be given for partial completion of such training.

OR,

  • Education. Education equivalent to a baccalaureate degree from an accredited university or college.

OR,

  • Experience/Education Combination. Equivalent combinations of experience and education may be used to meet basic requirements.

  • Physical Requirements. Selected applicants will be required to undergo a pre-employment physical exam.

  • English Language Proficiency. Medical Records Administrators must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a.

GS-11, Grade Level Requirements.

(a) Experience. At least 1 year of experience comparable to the next lower grade level (GS-9) that demonstrates the KSAs described at that level, which are listed below:
1.Ability to interpret and apply knowledge of clinical classification systems such as International Classification of Diseases (ICD), Current Procedural Technology (CPT), the Systematized Nomenclature of Medicine (SNOMED), and the Healthcare Common Procedure Coding System (HCPCS);
2.Ability to determine and evaluate compliance with the standards of regulatory and accrediting bodies such as the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO), the Centers for Medicare and Medicaid Services, etc;
3.Abilty to provide technical advice and/or provide oversight on health information issues. This includes skill in interpreting and adapting health information management guidelines that are not completely applicable to the work or have gaps in specificity.

In addition to the above requirement, the candidate must demonstrate the following KSA's:

(b) Education. Education equivalent to 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited university or college in the field of health information.

(c) Demonstrated Knowledge, Skills, and Abilities for the GS-11 Grade Level:
1.Skill in project management and process improvement, which includes the ability to develop new or improved solutions to complex technical problems in health information management;
2.Ability to advise management and staff about adequate medical record documentation, health information services, and/or computerized patient records based on current statutes and standards;
3.Ability to plan for, justify, test, assess, and/or advise about the use of current and future software programs or information systems, implement and integrate such products into current health information management processes, and recommend changes in policies and procedures;
4.Ability to interpret, implement, and apply knowledge of privacy and confidentiality requirements affecting individual patient/protected health information;
5.Demonstrated comprehensive knowledge of medical and legal requirements related to both paper and electronic medical records;
6.Ability to communicate and negotiate with professionals in higher level positions.
7.If the position is supervisory in nature, ability to plan, develop, direct, and evaluate health information or related functions.
8.If the position is supervisory in nature, ability to successfully apply principles and techniques of sound human resources management.
9.If the position is supervisory in nature, skill in administrative management, i.e., budgeting, contracting, procurement, and property management.

The full performance level of this vacancy is GS-11.

Physical Requirements:
The work is primarily sedentary; however, duties routinely require walking, standing, bending, carrying, etc. in a normal office/medical center environment.

Work Environment: The work is normally performed in an adequately lighted and climate controlled office. Travel will be required between campuses.
