Major duties include but are not limited to:
Responsible for managing, overseeing, reviewing, conducting, evaluating, directing, assessing, leading, and supervising multiple professional scientific HFE Specialists that perform rigorous, international standards-based and methodologically sound human-centered design (HCD) assessments and applied research of the technical human factors discipline throughout the VA.
The Supervisory HFE Specialist leads and supervises distributed teams, matrixed and detailed staff, workgroups, committees, efforts, studies, projects and key engagements with critical partners.
The Supervisory HFE Specialist serves as an expert in HFE and HCD, acting as the principle point of contact on assigned projects by providing HFE knowledge and HCD support to others.
The incumbent will be responsible for supervising multiple scientific engineering professionals, in addition to managing teams of contractors and monitoring contractor performance, in the day-to-day operational support for key customers within VA.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Experience in practicing Human Factors Engineering.
Experience with design, execution, and analysis of usability studies.
Experience in evaluation, analysis and implementation of appropriate human systems integration design enhancements to increase safety through implementation of both short term and long-term risk mitigation strategies.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary; however, there is some walking, bending, stooping, and carrying of light books and documents. Some work may require extended periods of walking, standing, or swiftly moving while performing observations in a clinical environment, including urgent and ambulatory care settings. Some environments, such as ethnography of a sterile environment, may require the use of personal protective equipment (PPE) for standard precautionary reasons to avoid contamination. The employee may carry instruments, devices, or equipment used for testing when performing with a mobile lab, although the work does not require any special physical effort.
