Duties

  • The incumbent is responsible for planning program strategies, providing expert advice, monitoring performance, developing initiatives.

  • Participates in senior management business and strategy development and implementation.

  • Exercises managerial authority to set short, medium, and long-range goals and objectives, determine program emphasis, and conduct organizational performance reviews.

  • Identifies opportunities to collaborate with VHA Program Offices, and key stakeholders across VA to achieve affordable outcomes.

  • Provides guidance, support, and education to VHA organizations regarding SIM's processes, policies, and services.

  • Ensures ongoing development and implementation of policies and procedures that guide and support provision/administration of SIM and the services it provides VHA.

  • Oversees, plans, organizes, and directs the work of the organization overseen and its program functions in support of SIM.

  • Represents SIM in negotiations, conferences, and discussions with VHA and VA senior management officials.

  • Develops policy covering programs, activities and functions for which SIM has responsibility.

  • Serves as SIM's expert on program and issues, with an extensive knowledge of applicable laws, regulations, and policies.

  • The incumbent works toward the resolution of complex and sensitive issues which impact the effectiveness of the SIM in particular and VHA organizations in general. Such assignments require a high degree of sensitivity and confidentiality by the incumbent.

  • The incumbent supervises the Executive Director's Operations staff, which includes at least six employees.

  • Resolves disciplinary problems and grievances.

  • Performs the full range of supervisory responsibilities, to include hiring, training/coaching, counseling, and evaluating performance of subordinate supervisors and staff.

  • Establishes work objectives, sets priorities, schedules work, assigns tasks, coordinates operations, monitors work progress, and initiates corrective actions as required to ensure that the work assigned is accomplished efficiently and in a timely manner.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor (SPF): To qualify for this position applicants must possess the SPF and applicants who do not meet a SPF are ineligible for further consideration.

  • Must possess professional knowledge and experience in operational budgeting, program management, and resource management.

Applicants qualify based on experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Exercise managerial authority to set short, medium, and long-range goals and objectives, determine program emphasis, and conduct organizational performance reviews.

  • Participates in senior management business and strategy development and implementation.

  • Oversee, plan, organize, and direct the work of the organization overseen and its program functions in support of SIM.

  • Provide management and oversight responsibilities for key programmatic functions including strategy formulation, communications, education advancement, process improvement, cross-functional integration activities, and position and personnel management.

  • Mastery of program and organizational analysis principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices. Skill to apply thismastery in developing new methods and approaches in planning, integrating, and evaluating data management for the agency.

  • Develop policy covering programs, activities and functions for which SIM has responsibility.

  • Serve as SIM's expert on program and issues, with an extensive knowledge of applicable laws, regulations, and policies.

  • Recognized authority in analysis and evaluation of programs and issues. Responsibility and authority to plan, schedule and carry out major projects concerned with the analysis and evaluation of program or organizational effectiveness.

Physical Requirements: Work is performed in a normal office setting. The incumbent may be expected to work beyond normal duty hours when required by pending issues. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the incumbent to various resultant environment changes.
