The incumbent of this position serves as the Departmental Freedom of Information and Privacy Act Officer. In this capacity, the incumbent will provide policy and operational oversight, and ensure compliance with the Freedom of Information Act (FOIA) and the Privacy Act of 1974.

The selected candidate will provide analysis, administrative and operational oversight, and support to the Freedom of Information Act (FOIA), Privacy Act, and Open Government operations, which includes the Federal Advisory Committee Act (FACA). Duties include, but are not limited to:
Leads the development of Department policies, regulations, procedures, and guidelines dealing with FOIA, Privacy Act, Open Government, and FACA.
Analyzes and interprets the existing and proposed agency regulations, and provides oversight of bureau compliance with FOIA, Privacy Act, Open Government, FACA, and central agency guidance.
Prepares replies to correspondence, special reports, and other documents related to Department Information matters.
Serves as the principal contact and reviewer, clearance coordinator, and publisher for Privacy Act System of Records Notices.
Assists with maximizing the utilization of FOIAOnline across the Department.
Manages classified materials in accordance with applicable laws, executive orders, directives, and regulations.
Directs, manages, and supervises employees; assigns work and provides leadership in program management, analysis, communication, and time-management; and provides technical supervision and review necessary for accomplishing the work of the team.

Applicants must possess one year of specialized experience equivalent to the ZA-4 or GS-14 in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. For this position, specialized experience includes:
Experience administering FOIA and Privacy Act Programs.
Experience identifying, evaluating, analyzing, developing, and providing recommendations to management or senior leadership on alternative solutions to resolve issues or problem solutions to programmatic or administrative problems and their probable effects.
Experience developing and writing documents, and experience communicating these documents orally to internal and external customers.
