Summary

WHAT IS THE LARGE BUSINESS & INTERNATIONAL (LB&I) DIVISION? The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement.

Responsibilities

WHAT DOES A SENIOR MANAGER DO? As a Senior Manager, generally a manager of managers and accountable to a Senior Executive Service position, you will be responsible for the overall effective operation of a program. You will use your leadership skills and management techniques in the administration, planning, organizing, directing, controlling, and evaluation of activities to support accomplishments in the operation. In this role, you will also be responsible for preparation of annual work plans, semiannual and quarterly work schedules, accession schedules for staffing, production output projections, and other plans and controls for maintaining an efficient program. As a Senior Manager you will direct one of many agency wide efforts to deliver or further support the agency's mission and priorities, and will often times be involved in initiatives with extensive and substantial impact on the Nations taxpayers.

As a Senior Manager you will:

  • Exercise delegated managerial authority to oversee the overall planning, directing, and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.

  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.

  • Oversee the revision of long range plans, goals and objectives for the work directed.

  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.

  • Manage organizational changes throughout the organization directed, or major change to the structure and content of the program or program segments directed.

  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.

BASIC REQUIREMENTS (SENIOR MANAGER): You must have 1 year ofspecialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. Specialized experience for this position includes: 1 year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:

  • Knowledge of management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight;

  • Ability to plan, direct, and evaluate work of subordinate managers, employees, and/or others;

  • Comprehensive knowledge and understanding of appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled;

  • Knowledge of budget and fiscal methods used in establishing and maintaining an organization.

  • Thorough knowledge of major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.

VIEW JOBS 10/14/2020 12:00:00 AM 2021-01-12T00:00 The SIO Lead Center Analyst will be an integral part of the team responsible for developing, monitoring, and analyzing plant operational data using Smart Innovative Operations (SIO) modeling. The LEAD Center (Leading Enterprise Analytics and Diagnostics) is a key focal point of the Smart Innovative Operations (SIO) initiative in Airgas. The LEAD Center collaborates with experts in national maintenance, efficiency, engineering, and plant operations to drive operational improvements in both efficiency and reliability. WORK LOCATION: Independence, OH ESSENTIAL DUTIES AND ACCOUNTABILITIES: * Use globally accepted methodology to build models for specified plant equipment and processes. * Work with data analytics tools (Prism, BEP, etc.) to detect technical plant operational issues and opportunities for continuous efficiency improvement. (Detected issues are "catches.") * Thoroughly investigate each of the catches to determine if they are model related issues or real operational issues. (Operational issues are "cases"). * Perform an analysis of cases identified by the tools to identify the value. * Collaborate with other LEAD analysts, plant operations, Real Time Pilots (RTP), efficiency engineers, and maintenance experts to resolve cases. * Utilize the case management process to document and track efficiency opportunities or reliability risks. * Assess the effectiveness of plant data analytics models and suggest areas for improvements. Manage and implement these requirements. * Understand the theory and practicality of efficiency calculations for whole plant operations, and constraints of the entire supply chain. * Monitor and communicate plant efficiencies using both real-time and historical data streams. * Conduct daily analysis of plant efficiency KPIs, and regularly use analytical tools in addition to SIO.Predict and SIO.Perform to actively find opportunities to improve efficiency and reliability. * Chair recurring meetings with subject matter experts (SMEs) and facility personnel and create/distribute weekly reports. Meetings are held to review and discuss LEAD Center findings and the action(s) to be taken to address those findings. * The Analyst leads one of the various LEAD Center programs by becoming the local expert on that program. Potential programs include Predict, Perform, Case Management, or Enterprise Historian. EDUCATION / EXPERIENCE / EXPERTISE: * BS in engineering discipline. * Industrial gas experience is preferred, 3 to 5 years of industrial experience is required. * 2 years' experience in a plant operations environment is preferred. * Working knowledge of industrial gases technology (ASU, LOS, CO2, SMR) is preferred. COMMUNICATION and/or CRITICAL THINKING SKILLS: * Ability to multi-task and keep the process moving forward rapidly by performing tasks in parallel. * Candidates either enrolled in or graduated from LEAP are preferred. * Strong teamwork and collaboration skills. * Ability to travel occasionally (less than 10%). * Proficient in Google Suite and MS Excel and ability to learn software/tools. * Proficiency in problem solving, troubleshooting, managing multiple priorities, taking initiative, adapting approach. * Ability to work extended hours when required. * Excellent verbal and written communication skills; ability to work with and communicate both orally and in writing with all levels of company personnel. * Strong data analytical skills. * Excellent planning, organizational skills. * Comfortable in both corporate and field environments. * Ability to work self-directed, make sound decisions. * Knowledge of implementing/participating in continuous improvement process PHYSICAL REQUIREMENTS: * Less than 10% travel. * Ability to work in an office setting 8 hours per day.
