This position is located in a USDA Rural Development (RD) Area office and reports to the State Director. The incumbent serves as a key member of the State Director's staff and participates fully in the planning, development, and implementation of Rural Development programs.
Provides leadership for a comprehensive Rural Development program to process, service, and supervise loan, grant, and guarantee programs throughout the jurisdictional area and furnishes professional credit, financial, and management guidance to rural communities and agency customers as appropriate.
Plans, implements, supports, directs, and evaluates operations within the jurisdiction, assuring that employees are receiving adequate training, loan operations are being effectively carried out, and customers adhere to and receive adequate financial guidance.
Performs systematic program reviews and spot-checks of individual cases to identify trends and problems. Briefs personnel on relevant issues and instructs subordinates on the necessary action to correct individual problem cases and resolve recurring problems.
Develops annual plans of work, staffing and management plans, and budgetary and resource requirements for assigned areas and participates in developing overall State plans.
Works closely with the State Director and key members of the Director's staff in targeting funds for critical situations.
Participates in conferences, events, and activities to market Rural Development programs and services to potential customers.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement (or date of referral if OCR) including time-in grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.)
For GS-13: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent experience that demonstrates experience planning, developing, and implementing various loan assistance programs; formulating objectives and allocating available resources necessary to effectively implement loans and grants in single family housing and multi-family housing; expertise, skill , and leadership in processing, servicing and supervising direct loans, grants, and guaranteed loans covering commercial, realty, and infrastructure operations; managing loan making and/or loan servicing activities of loan and grant portfolios financed in whole or in part with public or private sector funds; communicating complex loan and grant requirements covering various kinds of operations and business ventures to individuals with and without technical knowledge; performing financial analysis of commercial concerns for investment purposes; performing administrative and technical supervision; and managing and directing a staff to ensure quality, efficiency, and effectiveness in the delivery of loan program service. Education cannot be substituted for experience at the GS-13 level.
