This position is located in a State Office in USDA/Rural Development (RD). The incumbent serves as Supervisory Loan Specialist (Commercial), Business & Cooperative Program Staff.

Responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural business and cooperative development loan, grant, and loan guarantee programs.
Responsible for designing, planning, implementing, directing, coordinating, executing and evaluating program activities related to the State's business and cooperative development loan, grant, and loan guarantee programs.
Evaluates business and cooperative program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems.
Reviews/and or directs the review of loan and grant dockets to determine conformance to policy and procedural requirements.
Advises staff on complex issues related to sound business practices, credit risks, security servicing, and debt adjustments.
Manages Business Program fund allocations.
Develops partnerships with other Agencies, State and local governments and private lenders to create and retain rural businesses.
Supervises immediate work group with full authority for planning and assigning work, developing performance standards and formally evaluating performance.

You must be a US Citizen or US National.
Males born after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one year probationary period, unless previously served.
Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.).
For GS-13: Applicants must have 1 year of specialized experience equivalent to at least the GS- 12; or its non-Federal equivalent. Specialized experience includes but is not limited to experience that demonstrates: comprehensive knowledge and understanding of the technicalities of commercial financing and credit and skill in directing and evaluating employees. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect RD's risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs and outreach. Experience may have been gained in such work as servicing/managing a commercial loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for agricultural, commercial and bank loans; providing financial management guidance to borrowers financial capacity; evaluating the general economic and financial conditions that affect the organization/government's risk in granting, guaranteeing or insuring loans; and participating with overall office management by providing guidance and direction to lower level employees.
There is no substitution of education for experience at the GS-13 level.
