FARM SERVICE AGENCY (FSA) COUNTY EMPLOYEES: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

These positions are assigned to the Farm Service Agency, in multiple duty locations within the States of Indiana, Minnesota, Missouri and Ohio.
Applicants will select the specific location(s) to which they are applying during the application process. Some locations may be determined upon selection.
Salary will be adjusted based on the locality pay area in which you are selected.
This position manages and directs the Farm Loan Programs administered in one or more USDA Service Centers providing services to one or more counties in the State. Major responsibilities include:
Serves as the Service Center technical authority on the Farm Loan Programs and the primary point-of-contact on all farm loan issues addressed in the counties serviced;
Supervises and directs the work of a subordinate staff responsible for making, servicing, and liquidating loans under FSA farm loan authorities;
Has delegated loan approval authority and performs the full range of loan specialist duties;
Attends public meetings with various groups and associations, and performs public relations and outreach efforts in the geographic areas serviced;
Has knowledge of the technical and administrative concepts, principles, and practices of farm loan and financial management;
Has knowledge of farm operations, land use and value, and production and marketing of various crops and livestock.
Occasional travel - Travel required as noted above.

Successful completion of a one-year probationary or trial period.
One year supervisor/manager probationary period, unless previously served.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.).

MANDATORY SELECTIVE PLACEMENT FACTOR: Must currently possess Loan Approval Authority with the Farm Service Agency.
Supervisory Probationary Period: Section 303 of the Civil Service Reform Act (Public Law 95-454) established a probationary period of one year for newly appointed managers and supervisors.
Subject to one-year supervisory/managerial probation period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisor training program before the end of their probationary period.
