The incumbent directs the Data Management & Reporting Office within Human Capital Management (HCM) Operations, Office of Information and Technology, Department of Veterans Affairs. The incumbent is responsible for the organization, maintenance, retrieval, and presentation of all HCM-related data within OIT, to include the design, adoption, and/or improvement of HCM databases or related Information Technology (IT) systems or software.


The first 50 candidates who applied will be considered for referral to the selecting official. Additional candidates in increments of 50 will be referred based on hiring needs.

Major Duties:
Monitor the performance of staff and contractors.
Analyze and resolve complex IT, data organization, technical and management issues for which solutions are not readily apparent.
Exercise independent judgment and respond expeditiously to time-sensitive issues.
Work independently or with OIT servicing offices, as appropriate, ensure the availability of systems or infrastructure housing OIT's HCM-related data.
Establish functional requirements and evaluate new or updated IT products to determine their suitability.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.Specialized experience includesexperience using technical and analytical capabilities sufficient to evaluate and implement state-of-the-art solutions, lead multidisciplinary team and to develop/monitor metrics for us in gaging accomplishment of goals and objectives.
Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
