Summary

The Office of Information Technology (OIT) is responsible for the implementation of information technologies that are aligned with the business strategies of the Veterans Administration (VA), from Veterans Health Administration (VHA), Veteran Benefits Administration (VBA), National Cemetery Administration (NCA) and Corporate offices. This position is located within the Office of Information and Technology (OIT), in the appropriate pillar within Enterprise Project Management Office (EPMO).

Responsibilities

The first 50 candidates who applied will be considered for referral to the selecting official. Additional candidates in increments of 50 will be referred based on hiring needs.

    Requirements:
    Work is primarily sedentary, but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.
    Supervisory Probationary Period: Applicants selected for this position may be required to serve a one year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Major Duties:
Responsible for: Identification of career development pathways and opportunities for staff.
Ensure that program management quality standards, tools and techniques governing all aspects of application development, systems support and research and development activity are defined.
Participate in the establishment of system-wide and local monitors and controls to meet federal government and industry standards and directs recommended and accepted risk assessment methodology.
Conduct, or provide oversight for the performance of special studies and analyses for senior leadership.
Oversee the requirements planning, procurement, design, modification, integration, testing and
deployment of the IT system.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: managing project staff and budget resources; leading and managing the development of appropriate acquisition strategies; directing and managing the implementation of IT project plans; monitor purchases or contracts for IT services; and providing oversight for risk management and reporting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.
