This position is located at the Department of Veterans Affairs, Rocky Mountain Network (VISN 19) and has oversight over the Consolidated Recruitment and Placement (CR&P) Section and the Compensation Center of Excellence (CCOE), Human Resources Management, reporting to the VISN 19 Assistant Human Resources Officer (AHRO). The primary purpose of the position is to oversee recruitment/placement and compensation activities throughout the VISN through supervision of Human Resources Staffing Specialists. The CR&P provides advice, guidance and technical assistance to VISN-wide management officials on a variety of complex Recruitment and Placement activities. The incumbent supervises the work of the VISN CR&P. Oversees a centralized staff with responsibility for providing expert guidance to facilities in meeting recruitment needs for both competitive and excepted service appointments involving General Schedule, Federal Wage System, Title 38/Hybrids and Title 38 employment and pay systems. Presents and analyzes various options on recruitment types (internal, status, public, etc.) and other non-competitive appointments (VRA, Schedule A, etc.); provides guidance on specialized recruitment flexibilities to attract well-qualified candidates for hard-to-fill positions where applicants are in short supply, utilizing imaginative approaches and simultaneous searches for candidates from sources outside the existing workforce; offers guidance on considering the local labor market (to include competition for quality candidates from neighboring healthcare facilities), employment and compensation trends, changing missions, morale, and technological influences in providing advice to management. The selectee will oversee the Compensation Center of Excellence (CCOE) team which will perform all compensation activities including, but not limited to: Special Salary Rates (SSR), Nurse Locality Pay Schedules (LPS), Recruitment/Relocation Incentives, Retention Incentive Technical Review Board (RITRB), Physician and Dentist pay packages, Dual Compensation Waiver request packages and overall strategic compensation for VISN 19. Performs other related duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
