Summary

This position functions as a Unit Supervisor responsible for managing a part of the Network R&P Section providing services, support, and advice in support of any and all VISN 10 Medical centers and community based outpatient clinics {CBOC) as well as the Veteran's Canteen service. These SSUs administer the VISN's Federal recruitment, placement, and staffing programs. Provides expert level human resource advice and guidance on these programs to the VISN and MCs' management and staff.

Responsibilities

Program Management 40%

Keeps abreast of trends and changes in R&P and Staffing concepts and philosophies, and of changes developing in procedures, techniques, implementation and administration as emerging in Office of Personnel Management, and VACO/VHA. Evaluates and determines impact, direct and indirect, on the total program of new legislation, executive and regulatory issuances. Keeps apprised of staffing issues and of frequent and rapid fluctuations todays healthcare industry. Evaluates known problems, deficiencies, and inadequacies. Serves as VIS N's focal point for R&P program enhancement. Providing a central focus for strategic initiatives to meet current and future missions staffing needs. Presents findings in meetings and/or formal briefings to Network Directors and Staff. Studies and/or projects encompass major programs and/or potential problem areas; particularly those concerning complex matters not covered in precedents or those that involve conflicting guides and methodologies. Resolves complex matters involving higher echelons, particularly with respect to the interpretation of R&P and Staffing policies. Oversees the recruiting for a multitude of different specialties that consist of Title 5, Title 38/Hybrid, trades, professional, and research primary investigators; multiple student programs and incentive programs. Advises on advertising tactics and provides guidance for targeting areas of concentration for outreach, based on critical VISN needs. Assists the Chief of Staffing in preparing the Section's annual budget.

Advisory/Consultation Services 35%

As the recognized VISN expert on R&P and Staffing programs, provides continuing advice and guidance in areas which include, but are not limited to, basic employment policy, appointment authorities, recruitment and staffing; various affirmative employment programs (e.g., Special Federal Recruitment Program, summer hire, Veterans Readjustment Appointments, Veterans Employment Opportunity Act, handicapped, cooperative education, upward mobility); employment of special category personnel such as physicians, nurses, research primary investigators; part-time employment policy. Provides comprehensive and direct advice and guidance to the VISN's MCs through special on-site visits and by telephone or written correspondence on all facets of the R&P and Staffing programing.

Collaborates with concerned staff elements in the formulation of comprehensive and detailed plans and approaches. Formulates requirements in terms of program objectives and prepares plans and systems methodology necessary for support of their accomplishment. Develops, staffs, and implements VISN-wide recruiting plans, policies, and programs. Develops and issues guidance in the form of policy and program objectives based on unique and/or specialized situations. Administers, develops and maintains the VISN's R&P and Staffing Programs, instructions, training.

Supervisory duties 25%

Plans and directs staffing unit operations. Provides guidance and renders decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained maintaining a high level of work production in the unit. Recommends awards or bonuses for nonsupervisory personnel Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases Identifies and arranges development and other training needs of employees. Counsels subordinates, develops performance standards, and rates staff. Schedules vacations and approves leave of subordinates. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Comprehensive knowledge of and skill in applying, a wide range of advanced R&P and Staffing principles, concepts, and practices to provide management consultative service and to perform a key role in rendering expert advisory service and/or authoritative policy interpretations on highly complex VISN wide issues. To include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions; veterans' preference regulations, Special Hiring Authorities, Title 5, Title 38 and Hybrid Title 38 appointment requirements and flexibilities.

  • Broad knowledge of the organization, its policies, its mission, and operating programs. Must have a high degree of insight into the relationship between different organizations operating procedures, regulations, and statutes to identify and recommend solutions to complex problems in procedures, work methods and processes.

  • Knowledge of the Privacy Act, FOIA, and other privacy and security laws and regulations in order to prevent the unauthorized access to or release of privileged information through any medium.

  • Knowledge of multiple national collective bargaining agreements and local facility supplemental agreements and local merit promotion plans for all MCs' within the VISN.

  • Extensive knowledge and skill in applying supervisory techniques and method necessary to effectively supervise others by setting priorities, assigning work, evaluating work of subordinates and developing subordinates for increased responsibility and succession planning.

  • Extensive knowledge of a full range of functional areas such as human resources, property management, records management, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls.

  • Thorough knowledge of and skill in applying advanced qualitative and/or quantitative methodologies, and techniques of analysis and evaluation to plan, and conduct a variety of analyses to assess and improve the Section's efficiency and effectiveness, advise MC, VISN, and national leadership in regard to recruitment trends, such as providing data in annual workforce planning cycles and advanced recruitment strategies to align and improve upon the methodologies utilized in the private sector.

  • Skill to plan, organize, and/or direct team efforts to persuade management to accept and implement recommendations, where the proposals may involve substantial agency resources or require extensive changes in established procedures and methods.
