Duties

As a Supervisory Human Resources Specialist (Deputy Director

  • Human Resources Operations), you will:
  • Collaborate with the Division Director in formulating, adapting, and executing human resources programs, procedures, and processes within the parameters of federal laws, rules, and regulations of the Office of Personnel Management (OPM) and Department of Treasury authorities and policies.

  • Work in partnership with customers/service units to develop long-range recruitment and retention strategic plans, and to integrate those plans into the overall strategic objectives for the agency.

  • Collaborate with key human resources managers and customers on workforce acquisition, retention, work life, workforce development, workforce performance and recognition, and diversity.

  • Perform and/or direct workforce planning assessments and studies that focus on retirement projections, retention rates, workforce demographics, diversity, labor pools, and other factors that impact the recruitment and retention of a highly skilled workforce.

  • Initiate workforce planning policies, programs, and initiatives.

  • Ensure HR reporting accuracy.

  • Collaborate with IT and other stakeholders for HR automation and modernization.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:

  • Utilizing human resources (HR) concepts, principles, laws, regulations and practices affecting a variety of human capital operating functional areas; AND
  • Providing technical guidance on policy, pay, awards and recruitment initiatives; AND
  • Identifying strategic workforce issues and proposing solutions; AND
  • Evaluating new or proposed HR policy to determine impact on the organization.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
