Salary:

Lakewood, CO - $135,860 (Step 01) to $176,620 (Step 10)

Reston, VA - $135,107 (Step 01) to $175,641 (Step 10)

Sacramento, CA - $139,395 (Step 01) to $181,216 (Step 10)

As a Supervisory Human Resources Specialist within the Office of Human Capital, some of your specific duties will include:

• Leading and managing the human resources classification program. Establishing and implementing human resource policies relating to the classification and position management needs of the serviced organizations and developing approaches to accommodate local situations. Advising on complex classification, position management, and organizational needs.

• Providing human resources perspective and advice in the areas of policy formulation and implementation; long-range mission objectives and program planning; organizational revisions; human resource requirements; techniques for improving workforce utilization with reduced operating costs; and optimum delegations of authority. Making recommendations for proper staffing on both a current and projected basis.

• Planning, developing, and directing a comprehensive operating level HR program consistent with USGS strategic and Human Capital goals to include position classification, position management, and special emphasis programs. Serving as first or second-level supervisor for a staff of up to 6 classification employees and a large number of human resources contractors.

• Working closely with key operating officials to ensure that the application of human resource management provisions and guidelines promote the most effective execution of the Survey's scientific, research, technical activities, and projects.

For GS-14:

Applicants must meet the following to qualify for the GS-14 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-13 level in the Federal service.

Examples of GS-13 level work may include:

• Managing a human resources program or team that involved classification. Providing human resources perspective and advice in the areas of policy formulation and implementation, mission objectives and program planning, organizational adjustments, human resource requirements, techniques for improving workforce utilization.

• Supervising or leading a team of classifiers or contractors who conduct classification.

• Establishing or implementing human resource policies relating to the classification and position management.

• Advising on complex, classification, position management and organizational needs.

• Participating in teams on workforce planning, initiative development, and strategic goals.

• Working closely with key operating officials to ensure that the application of human resource management provisions and guidelines.
