Summary

You will serve as a Division Head in the Code 50 Staffing Department at OCHR SILVERDALE OPERATIONS CENTER. The Staffing Department is a dynamic high performing department and the Division Heads ensure the success of the department by providing expert staffing guidance, offering help and encouragement, and creating a positive and pleasant atmosphere in their division.

Responsibilities

  • You will manage program performance in a staffing division with special emphasis on programs unique to that Division.

  • You will actively lead, support, and execute initiatives to achieve Department of Navy's (DON) time to hire goals.

  • You will lead and support Staffing Department projects, champion Headquarter goals, and ensure implementation and integration of DON policy and business processes.

  • You will manage employee performance to include holding employees accountable, rewarding excellent performance, and promptly addressing performance and conduct issues.

  • You will provide advice and guidance to subordinate supervisors and activity managers on a variety of HR functional programs spanning many HR processes including providing opinions and point papers on the most difficult staffing issues.

  • You will actively support the Equal Employment Opportunity (EEO) program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing a staffing, recruitment, and placement program or team of HR practitioners that provide staffing, recruitment, and placement services. Experience must include analyzing and interpreting HR regulations, policies, and processes to provide advice on staffing, recruitment and placement problems, and managing performance metrics.
