Summary

The Supervisory General Engineer GS-13, Engineering Service is responsible for the day-to-day operation and management of the Maintenance and Repair Program of the VHA Medical facility. This consists of direct supervision of the following trade shops: Electrical, Pipefitting/Plumbing, Carpentry, Refrigeration, Air-Conditioning, Boiler Plant/Chiller Plant and Maintenance Operations and Transportation Sections where the Transportation Sections report to FMS.

Duties

  • Serves as Chief of the Maintenance and Repair Section.

  • He/She is responsible for the technical aspects of engineering problems, such as maintenance and repair, deferred maintenance, modification, and station-level construction projects.

  • Furnishes guidance on any engineering problem which includes utilities, buildings and grounds, maintenance, repair, and modification.

  • Combines the knowledge of sound construction practices, methods, techniques, costs, material, etc., with a professional knowledge of the technical application of scientific principles of the following fields of engineering, (1) Mechanical (2) Civil (3) Structural, (4) HVAC and Plant Operations and (5) Electrical.

  • Provides the on-site presence and technical supervision to ensure management objectives and operating goals are met.

  • Receives assignments from the Chief of Engineering Service.

Maintenance & Repair:

  • This position is responsible for the management of allocated resources to ensure timely and cost-effective maintenance and repair of all buildings, building service equipment, utilities, and grounds. In addition, the incumbent is responsible to manage a variety of service contracts with outside vendors to supplement the workload for in-house staff and to ensure proper patient staff/safety.

  • Plans and designs maintenance and repair projects to correct utility systems and/or environment of care deficiencies.

  • Monitors the production of work to ensure the project is being completed efficiently, on time, and within budget.

  • Develops the most economically effective way to eliminate operation deficiencies. ns projects to eliminate any potential and/or problem areas.

  • Recommends and/or initiates corrective action in accordance with prescribed regulations.

Facility Operations:

  • Plans for (24) hours per day, (365) days of a year operation for all of the utility systems to ensure continuous and safe service of normal facility operations.

  • He/She is responsible for engineering compliance with established policies, testing/inspection of numerous critical equipment and utility/safety devices, accident prevention/reporting, workplace inspections/corrective action, and engineering staff training.

  • Serves as operations engineer that requires coordinating a variety of interrelated operations or activities relating to construction contracts for facilities and equipment in VISN 2.

  • Provides guidance and advice to operating officials and contractors on engineering requirements and problem areas.

  • Tactfully resolves conflicting views on the purpose, changes, size, cost, etc., of projects by injecting the appropriate engineering approach to meet the desired requirements.

  • Keeps the Chief Engineer informed of controversial areas and discusses with them actions that require policy decisions.

  • Explains and justifies proposed projects to higher management.

  • He/she maintains liaison with other professional engineering fields such as Architect/Engineer firms, Planning & Design Section Engineers, and Contractors, to coordinate project requirements.

  • Maintains liaison with manufacturers' representatives to assure that the best available equipment and material is obtained and used.

  • The incumbent is responsible for ensuring that a complete and up-to-date equipment inventory is maintained by his subordinates.

Construction Program:

  • Coordinates engineering activities with the Chief, Planning & Design Section, Engineering Service, or designee for all construction projects within the NRM, MINOR and MAJOR CONSTRUCTION programs.

  • Coordinates engineering activities with the Facility Planner, Service Chief/Facility Manager, and Staff Assistant to the Director for all construction projects within these programs as required.

  • He/She is responsible for planning and implementing all STATION-LEVEL projects assigned. Resources are obtained through coordination with the Service Chief and submitting appropriate and timely requests for Resources Committee consideration.

  • Completes projects that include modification, alterations, additions, preventive maintenance, and repairs to buildings, electrical systems, air conditioning systems, plumbing systems, medical gas systems, and refrigeration systems.

  • Completes projects from the initial development of requirements through to the completion of work.

  • Accomplishes designs, site surveys, grading and plot plan, preliminary drawings, architectural drawings and details, mechanical and electrical drawings, cost estimates, and specifications. He/she maintains contacts with technical and professional personnel from equipment manufacturers, engineers, purchasing and contracting office, and general contractors.

  • Discusses requirements and problem areas during the progress of projects and resolves technical problems referring major areas to the supervisor with recommendations for solutions.

BASIC REQUIREMENTS: To qualify for appointment to this position, all applicants must possess the following:

Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).

Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).

Education: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;

OR,

Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;

OR,

Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GRADE DETERMINATION. In addition to the basic requirements outlined above, the following criteria must be met when determining the grade of candidates.

Supervisory Healthcare Engineer (Maintenance & Repairs), GS-13.

Experience: One year of experience equivalent to the next lower grade.

Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:

  • Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility.

  • Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level.

  • Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions.

  • Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers.

  • Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations.

  • Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management.

  • Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions.
