Serves as the Census Bureau's Freedom of Information Act (FOIA) and Privacy Act (PA) Officer, providing authoritative advice to senior leaders and stakeholders on complex, unique, controversial and often highly sensitive and political FOIA matters.
Leads research analyzes, and evaluates data submitted in response to requests for information, ensuring released materials do not contain personal identifiers or reveal trade secrets and information exempt under the applicable statues.
Negotiates with submitters and requestors of records to find mutual solutions, leading consultations with Department of Commerce, Census Bureau's, FOIA/PA Officers, and other Government Officials to communicate the Bureau's operations, objectives, Title 13 and privacy matters.
Manages and supervises professional, technical, and support staff, including delegating and assigning work, hiring employees, preparing performance plans and evaluations, addressing employee complaints, and reviewing disciplinary actions.

Specialized Experience: For the GG-0306-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG-14 in the Federal service. Experience for this position includes: experience applying statutory requirements related to the Privacy Act (PA), Freedom of Information Act (FOIA), and Open Government (OG) for a large organization as the senior expert specialist; experience as a senior/expert consultant within an organization that has supported the FOIA/PA program with all levels of staff and requestors; experience researching PA, FOIA, and OG rules, and analyzing information submitted by the public and/or other agencies; experience as a team lead or supervisor of professional, technical, and support staff; experience assigning work and holding employees accountable for timeliness of assignments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
