Director, Division Information Disclosure Policy responsible for a broad range of issues concerning the Freedom of Information Act, Trade Secrets Act, Privacy Act, Federal Food, Drug, and Cosmetic Act, Prescription Drug User Fee Act and related statutes and regulations regulated by FDA.

Responsibilities

  • Provides direction, coordination, and clearance of all disclosable requests under the Freedom of Information Act and 21 CFR Part 20.

  • Prepares analyses on the impact of proposed changes to law and Agency regulations which affect the functions and activities of the division.

  • Makes recommendations on changes and additions to the functions and activities of the division necessary to implement new legislation or regulations.

  • Participates in the planning and information disclosure policy development activities and develops and implements division policies and plans concerning approaches and options.

  • Develops recommendations for the enhancement and improvement of the information disclosure mission and functions of the division.

  • Maintains responsibility for the technical and administrative supervision of all division employees, including planning, assigning, reviewing, and evaluating the work and performance of those employees.

Qualifications

The position of Supervisory Government Information Specialist falls within the 0306 occupational series. To qualify for this position at grade GS-15, you must meet Qualifications and Time-in-Grade requirements by 11:59 pm EST on 10/04/2018.

Time-In-Grade Requirements:
If applicable, Applicants must have 52 weeks at the GS-14 or higher.

Specialized Experience: To qualify for the GS-15, applicants must have (1) one year (52 weeks) of specialized experience equivalent to the GS-14 grade level in the Federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience at this level include: thorough knowledge, skills and abilities to evaluate data and evidence and assess policy and regulatory issues; exercise judgment to interpret and implement existing laws, regulations, and guidance; and conduct and direct highly technical, complex and multi-faceted inspections and in-depth investigations.

Supervisory Qualification Requirement: The candidate chosen for this position must serve a one-year supervisory probationary period if s/he has not previously completed one as a supervisor in the federal service.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
